The Research And Implementation Of The Information Smart Management Platform Of River Chief System

The system of “river chiefs” is an institutional innovation that local party and government leaders carry out the main responsibility for the management and protection of rivers and lakes in accordance with existing laws and regulations and by adhering to a problem-oriented approach.Promoting “river chief” system is an inherent requirement for implementing the concept of green development and advancing the construction of ecological civilization,as well as an effective measure to solve China's complex water problems and maintain the health of rivers and lakes.River chief system informatization is an important starting point to promote the river chief system and an important guarantee measure to realize national water environment control.This paper,based on the study and analysis of the current situation of river chief system and river chief system informatization,sorts out the actual needs of river chief system informatization in the current stage.Based on these needs,we developed and designed the smart management platform for river chief system informatization,which contains functional modules of watercourse information management,river section information management,information release,patrol information,complaint feedback,affairs transfer and supervision,event processing,event tracking,assessment and evaluation,user management,organization management,dictionary management,and authority management,and can be handled in WeChat and movably through the integration of WeChat official account and Enterprise WeChat.In the aspect of assessment and evaluation,we realized the setting of dynamic assessment indexes for each river course and the function of “one river,one evaluation” for river chiefs on the basis of the original “one river,one policy”.The dynamic setting of performance assessment indicators for each section through “one river,one evaluation”realizes the result-oriented performance assessment mode,urges river chiefs to pay more attention to the comprehensive treatment effect in the course of river regulation,and provides new technical means for the informatization management of river chief system.Through the research of this paper,it designed and realized the smart management platform for river chief system informatization,which solves the problems of the current weak river chief system informatization and restrictions of the in-depth development of river chief system.The management platform realizes the informatization management of river chief system to some extent.Through the continuous optimization and adjustment of the performance assessment indicators,and the continuous improvement of river chiefs' management level in improving the river and lake water ecology,it solves the need of thecurrent river chiefs system to transform from “remaining in name only” to “the name matches the reality”,and can achieve the goal of comprehensive establishment shifting to comprehensive effect,thus improving the management level of river chief system informatization.
