All projects should be implemented for the special aim;therefore,it is necessary to apply the scientific management approaches to implement the project.The project management will become more important to complete a certain engineering project in the specified time.Complete project management should have both project planning and project control.The former is the basis of the latter and the latter is the former.The organic combination of project planning and project control enables the project to be completed as planned.Harbin,as the capital city with the highest latitude in China,has been facing increasingly serious air pollution in recent years.One of the main reasons is that a large number of small heating boilers in the central urban area cannot be dismantled.The central and eastern urban district central heating integration project of Harbin aims at unified planning of heat source and heat network,realizing combined heat and power generation central heating,reducing energy consumption and environmental pollution.In order to ensure the normal use of heat in the heating period of users in the region,the project was organized and implemented from February 28,2017 to October 20,2017.Due to the characteristics of tight construction period,large number of sub-projects and complex projects,it is particularly important to carry out scientific schedule planning and control management in such projects.This paper applies the relevant knowledge of project management to study the schedule planning and control of the project,so as to provide certain guarantee for the scheduled completion of the project.The paper is divided into five parts.The first part is the introduction of the thesis.This part mainly introduces the background and significance of the writing of the thesis;the research status of the project planning and control at home and abroad;the research ideas and main methods of the thesis.The second part analyzes the influencing factors and status quo of the project,including project objectives,project status,problems of the project and so on.In the third part,after thorough analysis of the resources and organizational structure of the project,the work tasks are decomposed.Then,using WBS as a tool,complex engineering projects are decomposed into work units which are easy to implement and manage.According to the task decomposition of the project,the project schedule is compiled by calculating the time parameters of each working node,and the key routes of the project are finally determined.The fourth part introduces the monitoring mechanism of the progress control of the integrated central heating project in the middle and eastern part of Harbin.On this basis,through the discussion of the project schedule control method,the project schedule control scheme which conforms to the characteristics of the project is formulated.The main control measures of the main project progress management and the quality control measures which can affect the project progress are studied in detail.In the fifth part,this part mainly analyzes the planning,progress monitoring and schedule control,and proposes the integration project of central and eastern central heating in Harbin from three aspects: project organ ization guarantee,project system guarantee and project fund guarantee.The effective safeguard measures for the project management are characterized and optimized.
