| In February 2015,the National Development and Reform Commission issued a notice to determine that the prices of the five services,including project supervision fees,will be fully liberalized.For the entire supervision industry,this means that the price of engineering supervision services will no longer be affected.Government protection.At the same time,a number of national policies indicate that the transformation of engineering supervision enterprises into engineering project management is a future development trend,and the competition for homogenization of engineering supervision has severely hampered his pursuit of higher-level excellence goals.Therefore,supervision Enterprises must dare to break the shackles of the past construction supervision,open their eyes,and transform into the whole process management services at the forefront of development.First of all,this paper analyzes the problems existing in the development of China’s supervision enterprises on the basis of summarizing the development status of China’s construction supervision industry,especially the problems existing in Xinjiang,and draws on the pioneering experience in foreign construction fields to propose the transformation of supervision enterprises to engineering project management enterprises.The upgrade is an important way out for the development of China’s supervision enterprises,and it discusses the necessity,scientificity and rationality of the supervision enterprises to change to this model.Secondly,this paper introduces the project management maturity model.Based on its ability to measure project management capabilities and propose corresponding rectification measures,a maturity model for the transformation and upgrading of supervision enterprises is established to study the ability of engineering supervision enterprises to transform and upgrade.The data is mainly for the Xinjiang region.It is designed to evaluate the engineering supervision enterprises in transition.The enterprise can recognize its own level through the evaluation,measure the shortcomings of the enterprise in development,and then formulate reform measures and make continuous progress to meet the fierce competition.The market competition is based on the needs of outstanding development.In the process of model construction,this paper first determines the model category through the literature screening method,and establishes that the model is divided into two aspects: projectmanagement process and organization management environment.Then,using literature research method and expert interview method,it is carried out separately.Model and evaluation system construction.Then,this paper brings three instances of supervision enterprises of different scales and development status into the model for application,and then analyzes its transformation and upgrading status.Finally,it initially targets the three different states of transition maturity,development period and entrepreneurial period in Xinjiang.The transformation model of the underlying supervision company puts forward corresponding suggestions. |
