Study On The Implementation Of River Chief System In Liuxi River,Guangzhou

The Liuxi River is known as the “Mother River” in Guangzhou.It has a large area of water conservation forests and ecological forests.It is an important ecological barrier and an important reserve water source in northern Guangzhou.The implementation of the River Chief System is to create clear water and green shore and pleasant river and lake landscape.It is an important grip for enhancing the public's happiness.Watershed water resources are not only the necessary guarantee for social life in the basin,but also play an important role in the process of social and economic development in Guangzhou.However,with the continuous development of Guangzhou's economy and society,along with people's lack of understanding of the importance of water conservation work,construction waste along the Liuxi River has been repeatedly banned,industrial wastewater,domestic sewage,farmhouse sewage directly into the river,illegal buildings around the bank.The water resources in the basin have caused problems such as water pollution and ecological damage.The reason is that in the water conservation work of the Liuxi River Basin for a long time,the watershed organization and the local government are not clear enough about the responsibility of water resources protection work.The water resources protection work involves many departments,but between the various departments.The lack of a unified and effective system guarantee for synergy has resulted in a decentralized situation in the work of various departments.The country issued the "Opinions on the Full Implementation of the River Chief System" in November 2016,clearly stating that the party and government leaders at all levels of government act as the river chief,undertake the management and protection of the rivers and lakes system,and promote the water quality and water environment of the rivers and lakes in the jurisdiction.Continuous improvement to ensure the sustainable development of the regional social economy.The River Chief System broke the pattern of local governments paying attention to economic development and emphasized the coordinated development of ecological civilization construction and social economic construction.Linking the River Chief System with the political achievements of party and government officials has greatly enhanced the creativity and execution of party and government leaders in the construction of ecological civilization,and decomposed and hierarchically implemented the goal of the River Chief System,and put the river and lake management work into practice.The River Chief System has seized the key points of river and lake management and broke through the embarrassing situation of “multi-head management and water management in Kowloon”,which has found a new way for water environment management.Based on the literature analysis method,case study method,comparative analysis method and other research methods,this paper takes the Guangzhou Liuxi River River Chief System as the research object,and combines the Smith policy implementation model to summarize the implementation of the Guangzhou Liuxi River River Chief System.The paper analyzes the problems and causes in the implementation of the policy,and on this basis,proposes to establish a local government-led management system,strengthen the supervision and evaluation power of the Liuxi River Basin management institutions,and further improve the legal system construction.Manage the river according to law,rule the river according to law;introduce social capital,play the role of the market,promote the transformation of water resources protection in the basin to the market;strengthen the capacity building of public participation,make full use of the Internet platform to consolidate social forces and other targeted suggestions,with a view to promoting Liuxi River Watershed protection work.
