As an important basis for the management and control of the city,the scientific nature of control index of regulatory plan has been criticized for a long time.The frequent revision and adjustment of indicators threaten the authority of detailed planning as a tool of rule of law and scientific tool itself,and it is easy to breed a lot of rent-seeking phenomena.The origin of the regulatory plan in China is related to the zoning of the United States.The zoning of the New York is now a history of more than one hundred years,of which the New York zoning in 1961 is a great transformation for the development of the zoning of the whole world.At the same time,the zoning of New York is marked for maturity.The concept of most of the control indicators in 1961,as well as the specific values,remained highly consistent after nearly 60 years of urban development,and the current New York zoning is based on 1961.In order to adapt to the new development of the city,only a new partial sub-zone type is added on the basis of the original partition,and the individual sub-zones are locally adjusted.The idea and purpose of control is to improve and protect the public interest from the date of its birth,and never change.The problem of index is a problem that transcends the control technology of politics,and for the control rule,it is necessary to find a more scientific technical means to improve the scientific,flexible and set up a set of effective assignment logic.The independence,stability and coordination of the zoning index and the adaptability is a good reference object for the problem of the control gauge.Therefore,it is necessary to carry out in-depth research and analysis of the zoning index system,and find out the logical differences behind the two index systems,and provide suggestions for improving the scientific nature of the value of the control rules.Because the control index of residential lot is the most abundant and detailed in New York,and the regulation is the most strict,this paper chooses residential lot as an example to study the index.Firstly,the concept and purpose of single control index of zoning and control regulation are analyzed and defined,then the internal relation and control effect of several indexes are further compared and studied.Finally,the whole index system is related to the purpose of the control of residential lot,and the internal cause of the failure of domestic control index is found out,and the accurate logic between the index of zoning and the control target is analyzed.Through the systematic comparative study,the paper summarizes the three logic of the control index system with Open space ratio(OSR)as the core of the zoned residential block:the consistency of the target and the index,the intrinsic and clear correlation of the index andthe effective ways of controlling the living environment as well as the clear directionality.It is because of these clear logic that the scientific flexibility of the zoning control index is given,so that the residential lot control can achieve the three main purposes of ensuring the living environment,the high-efficiency land use and the great freedom of the building design can be achieved at the same time.In addition,the theoretical logicality is proved in combination with the domestic and foreign practical living cases.Finally,the paper puts forward some suggestions on how to improve the scientificity and flexibility of the regulation index formulation,that is,from the residential index system with the core of Floor Area Ratio to the index system with OSR as the core of regionalization.
