Study On The Quantitative Evaluation Of VFM In PPP Mode Of EV Charging Station-Take W City As An Example

With the promotion of the national electric vehicle industry policy,the rapid growth of electric vehicle ownership,charging station as an important supporting facility of electric vehicle energy supply,accelerating its planning and construction has been highly concerned by gove:rnments at all levels.In view of the long investment cycle and large capital demand of charging station construction projects,local governments clearly proposed to introduce PPP mode into the construction of charging station for electric vehicles.W city actively responded to the call of the state to vigorously promote electric vehicles while speeding up the investment construction of charging station for electric vehicles.At the same time,the financial evaluation effect of the electric vehicle charging station construction project under PPP mode has become a noticeable problem.This paper sufficiently combs the relevant research and development status at home and abroad,and deeply analyses the current investment status of PPP project of electric vehicle charging station in W city.The main problems are single financial index,lack of basis for discount rate selection,neglect of rationality of project cost structure.lack of effective supervision of PPP operation and government only regard PPP as a short-term financing tool.Based on the assumption of PPP project of electric vehicle charging station,the VFM evaluation model of PPP project of electric vehicle charging'station is put forward.Taking the project of electric vehicle charging station in W city as an example,the conc.lusion is drawn that the proj ect of electric vehicle charging station in W city adopts PPP mode to invest and construct more efficiently.Finally,some countermeasures and suggestions are put forward to improve the PPP mode of W city electric vehicle charging station.Mainly for die establisliment of VFM evaluation method as the core of the financial evaluation system,clear PPP model risk factors and risk management system;select multi-level discount rate reference standards and financial evaluation indicators;promulgate the national conditions of PPP project management standards and multi-sectoral j oint supervision and detailed division of responsibilities.
