In recent years, with the rise of such issues as energy crisis and environmental pollution, more and more attention is paid to personal health and living environment. Driven by environmental pressure and national policies, new energy industry has witnessed rapid growth. As the representative of the new energy industry, electric vehicle could not only bring convenience to people’s life but also serve as a good approach to solve energy and environment problems. At present, electric vehicles have short range of mileage and imperfect network of charging electric facilities, which could still not meet power supply. Therefore, it is necessary to make scientific planning on the charging electric facilities.Firstly, this paper studies the optimal operation of battery swapping and charging station for electric bus involves many processes. The daily battery swapping demand was quantitatively analyzed based on factors including the operating pattern and electricity consumption characteristics of electric buses. The optimal battery swapping order was determined for equal battery usage and charging convenience. A two-stage mathematic optimization models for battery recharging with minimize charging cost as the primary objective were established, and the smoothing of the charging load curve was also considered. Finally, it solves the real case through genetic algorithm so as to verify the feasibility of the optimized model it has proposed.Secondly, it studies the planning of the electric vehicle charging station and proposes locating and sizing model of charging stations targeted at the characteristics of the mutual interests between electric vehicle users and charging station operators. This model makes locating optimization on the charging stations with the purpose of minimizing the total loss of social cost and solves it with the immune optimization algorithm. Meanwhile, it establishes the queuing system that aims at optimized service efficiency, simulating the charging demand of vehicles and forms service institutions with many types of equipment. Besides, it considers the timeout exit of vehicle waiting and the operating model of charging stations during service time and calculates such indicators as service capacity, waiting time and equipment utilization of the charging stations. Finally, it verifies the feasibility of this method through examples.Finally, it evaluates the operating development model of the electric vehicle charging stations. It points out that the operating model in China is mainly dominated by three construction models of government, enterprises and users. Then it makes a comparative analysis of such factors as economic benefits and operating safety in the charging mode of the finished electric vehicles respectively, sets up index evaluation system to determine the operating mode and verifies the feasibility of the evaluation system through examples.
