| The government’s latest "medium and long-term railway network planning" in 2017 clearly points out the need to develop inter-city passenger railway,planning to lead the development of new urbanization and service commuter function of urban agglomeration Intercity Passenger Railway.The intercity railway project is huge and complex,and the schedule is prone to delay.Schedule management has become one of the keys to the success of the projects.Based on the idea of flexible management,this paper discusses the progress management and the risk of intercity railway,it is of great value to the efficiency increase and management theory innovation of intercity railway projects.Firstly,through the theoretical analysis of schedule management planning,flexible management and application and project risk management,it provides theoretical basis for the next study.Secondly,it collects and reads the literature,analyzes the characteristics of intercity railway project,follows the principle of index system suggestion,builds the initial influencing factors set on the basis of previous studies,and then uses questionnaire survey and statistical analysis to screen the indicators of the initial influencing factors set.Finally,the risk assessment index system of intercity railway construction schedule was selected.Then,this paper combines the analytic hierarchy process with the entropy method to determine the index weight,and constructs the inter-city railway construction progress risk evaluation model based on the multi-level grey evaluation method,and applied to practical cases.On this basis,the corresponding flexible schedule risk management and preventive measures are proposed.This paper establishes six risk index systems which include ability,material,social,natural,construction unit and other stakeholder,and designs risk evaluation models.It provides a more scientific technical reference for the schedule risk management of intercity railway construction projects. |
