| Over the forty years of Opening-up Reform,China has witnessed a good opportunity for economic development,so as in the field of construciton.The Party Central Committee and the State Council have always attached great importance to the quality of construction projects.In recent years,a great deall has been achieved in construciton quality supervision,but the regulatory system is still not sound enough,construction quality issues is still of great concern.Problems such as insufficient enforcement of relevant laws and regulations,unclear definition of responsibility distribution,less key points in supervision content,and imperfect supervision system are all in need of further improvement.First of all,a background review aboout the status quo of foreign and domestic construction quality supervision was presented.Secondly,based on related concepts of construction quality supervision and the development process of government supervision of construction quality in China,this thesis constructs government supervision mode of construction quality in a systematic way.Then it explores laws and regulations system,responsibility system,organization construction,content system and method of government supervision from seven aspects: supervision responsibility,supervision organization,construction quality supervision behavior,law enforcement and punishment of violations of laws and regulations,integrity system and quality insurance,quality supervision of project entities,quality evaluation and reward.Through investigation,this thesis summarizes the government supervision mode of construciton quality in typical cities of China,and constructs the government supervision mode and evaluation system model of construction quality in China,then evaluates the effectiveness of the government supervision mode through empirical analysis.It provides a scientific and effective way to improve the level of government supervision and ensure the quality of construction projects. |
