Research On Evaluation Of Green Highway In Heilongjiang Province

Highway transportation is a basic,pioneering,service and strategic industry of national economic and social development,as well as a resource-intensive and eco-environmental impact industry.Green development has a great responsibility.Heilongjiang Province is located in seasonal frozen soil area.With the freezing and thawing of water in the soil,a series of frozen damage problems of highway are produced,and the service life of highway is reduced.The concept of green development of "highway and natural life" has been continuously promoted and deepened in the highway industry.The Ministry of Transport put forward in the Guiding Opinions on the Implementation of Green Highway Construction that by 2020,the standard and evaluation system of green highway construction will be basically established,the concept of green highway construction will be deeply rooted in the hearts of the people,and the construction of green highway will make remarkable progress.Therefore,it is particularly important to study the evaluation of green highway in Heilongjiang Province and guide the green,healthy and sustainable development of highway in Heilongjiang Province.Based on the investigation and study of several highways in Heilongjiang Province,this paper understands the characteristics and development trend of green highways at home and abroad,studies the theoretical basis for establishing the evaluation system of green highways,such as the design concepts and evaluation standards,studies the selection of evaluation indexes and the construction of evaluation system of green highways in Heilongjiang Province,and uses the analytic hierarchy process,cluster analysis and grey clustering method to analyze Heilong.Green highway evaluation in Jiangsu Province.Firstly,according to the regional characteristics of Heilongjiang Province and the connotation of green highway,the evaluation index system of green highway in Heilongjiang Province is constructed in the five directions of resource saving,ecological environment protection,energy saving and high efficiency,service upgrading and disaster prevention in cold areas through expert consultation method,and the weight of evaluation index is determined by combining the analytic hierarchy process and cluster analysis method.Secondly,according to the existing evaluation indicators and their weights,the evaluation model of green highway in Heilongjiang Province is established by grey clustering method.The evaluation criteria and grade of green highway in Heilongjiang Province are determined,and the quantitative evaluation of green highway in Heilongjiang Province is carried out.Finally,taking the reconstruction and extension project of the national highway from Jihei to Dongning,the reconstruction and extension project of the national highway from Huma to 18 stations and the five scenic spots from Fengfeng Farm to Nenjiang Highway to Nenjiang as engineering examples,the grey clustering evaluation model has been established for its green evaluation.Through the application of evaluation system and evaluation model,the rationality and applicability of evaluation system and evaluation model are verified.This study can provide valuable suggestions for the development of green highway in Heilongjiang Province.
