With the rapid development of urbanization,the number of built houses has been increasing,and there are large safety hazards in non-standard housing,which easily lead to collapse accident.In addition,the owner’s awareness of property rights is gradually enhanced,and higher requirements are imposed on the housing safety appraisal work.The appraisal institution is the main body of housing safety appraisal work.Its management level directly determines the quality of appraisal.How to make scientific evaluation of the appraisal institution has become the focus,which provides the basis for the choice of owners,and also helps the appraisal institution to improve its management level.First of all,this paper summarizes the concepts and characteristics of housing safety appraisal and management maturity,and summarizes the relevant research in the development,evaluation and promotion of management maturity model,which leads to the research method of this paper.Through the analysis of characteristics of the appraisal institution,combined with the management maturity theory,the management maturity model applicable to the appraisal institution is constructed.Then,analyze the external structure,internal structure,and related elements of the model.On this basis,the evaluation system of housing safety appraisal institution management maturity is established.And the key management areas of appraisal institution management maturity are divided into four parts:operating management,technical management,business management and social influence management.Next,screen the influencing factors included in the four management areas,and describe its typical behavior at five maturity levels.Finally,a management maturity evaluation system with 4 first-level indicators and 31 second-level indicators is established.Secondly,according to the evaluation system,construct the composite matter-element evaluation model.The transfer entropy,distance matrix and relaxation factor coefficients are used to calculate the experts’ weight.The triangular fuzzy number is used to quantitatively process the evaluation language and weighted fusion.The matter-element analysis is used to calculate the management maturity level of the appraisal organization and each evaluation indicator.According to different evaluation results,the countermeasures for the improvement of management maturity of appraisal institution and the suggestions for dealing with different evaluation indicators are proposed.Finally,taking JZ company as an example,this paper analyzes and calculates its management maturity level with the established evaluation system and evaluation model.Then,determine the focus of management maturity improvement and propose corresponding countermeasures.
