Research On Tiaokuai Management Problems Of Nanjing Maritime System

The issue of block management has been in existence for a long time in the current political system of China,and the relationship the blocks is also the basic structural relationship in China Institutional system.As maritime rights belong to national power.To ensure maritime system can exercise authority independently and protect national sovereignty and interests,China Maritime System implements the vertical management system.However,due to special historical reasons.China Maritime System has developed two parallel management systems directly between national maritime affairs sand local maritime affairs.The former system is managed vertically by the China Maritime Safety Administration called as “tiao ”,which takes charge of the importantnational water system and managed by Ministry of Communications,The latter system is managed by local governmen called as "kuai".One Administrative regionexists both national maritime system and local maritime system which is an obvious issue of block management.How to deal with the relationship between “tiao” and “kuai”、 how to solve the problems caused by the block management are always the key points and difficulties during the reform of China Maritime System.The paper focus on the issue of block management,Based on the theoretical analysis,Study has been carried on from the conception 、reasons for the problems 、operation mode and competitive relationship between “tiao” and “kuai” in block management,then to set Nanjing Maritime Safety Administration which is one level of the China Maritime System in the vertical system has the problems of power division and relationship dilemma between national maritime system and local maritime system as an typical example to study the issue of block management.Study has also been carried on the development of China Maritime System 、relationship between national maritime system and local maritime system 、 the problems and causes of Maritime management system.Recommendations have been proposed to optimize the management mode of Nanjing Maritime Safety Administration according to the experience of the developed countries in maritime management.
