Research On Government Functions In Rural Highway Maintenance In Quanzhou City

In the practice of rural governance in China,the supply guarantee of rural roads has always been an important work of local governments.Whether it can be effectively supplied or not is related to the vital interests of the masses of farmers and directly affects the production and life of the masses of farmers.However,in order to ensure the long-term smoothness of rural roads and improve their overall service capacity,the maintenance work of rural roads cannot be ignored by local governments Problem.Since the 18 th National Congress of the Communist Party of China,focusing on the great goal of the Party Central Committee to win the battle of poverty alleviation and implement the strategy of rural revitalization,Quanzhou City has carried out reform and practice in the maintenance of rural roads,implemented a series of policies and measures,including the system of rural road directors,the new policy of allocating maintenance funds,special maintenance projects,maintenance standardization and market-oriented construction,and achieved certain results,However,compared with the practice results of rural road maintenance reform in other areas of China,there are still some deficiencies in our work,and the reform still needs to be deepened,which is a basic work.Therefore,this paper will carry out the research on the maintenance of rural roads in Quanzhou from the perspective of government functions.Based on the summary of domestic and foreign research results on rural road maintenance,this paper analyzes the application of government functions in rural road maintenance by using the theoretical knowledge of public products and government functions.Based on the practical experience of rural road reform in other cities and regions in China,this paper analyzes how to promote the reform of rural road management and maintenance system,establish a maintenance fund guarantee mechanism mainly invested by local public finance,solve the problem of the main responsibility of rural road not implemented and maintenance management not in place,and studies the existing rural road maintenance work in Quanzhou,focusing on "four good rural roads"(2018-2020)the overall goal of the implementation plan is to put forward the optimization suggestions of the government’s functions from the aspects of system construction,government’s role positioning,division of local government’s powers and financial rights,construction of professional team,establishment of supervision and assessment mechanism,promotion and exploration of the effective path for local government to improve the maintenance of rural roads in the new era.
