Unbalanced regional development and huge urban-rural differences are the key factors restricting the comprehensive and coordinated development of Guangdong Province.In order to change the backwardness of rural development,Guangdong Province has invested a lot of public finance funds to promote rural renovation and construction in recent years,and villages distributed in relatively backward areas out of the Pearl River Delta are the focus of supporting construction.Although the corresponding measures have achieved certain results,the development level of rural construction in the Outer area of the Pearl River Delta is still significantly behind the Pearl River Delta.At the same time,there are also many problems in the large-scale rural renovation and construction: on the one hand,the lack of full consideration of the use of rural resources and the play of value,the improvement of the village environment,but still failed to form its own endogenous power of development;on the other hand,a large number of "village on village" construction ideas,which take a single village as the implementation object,often lead to geography in the Outer area of the Pearl River Delta,where the advantages are relatively weak,the development of villages is isolated and passive,the industrial structure is homogeneous and single,and the rural resources are idle and wasted.In the face of these problems,under the current situation that the village living environment has been greatly improved,the next focus of Rural Revitalization in the Outer area of the Pearl River Delta must be changed,and the construction mode of realizing the efficient use of village resources and the effective development of economic industry must be explored,so as to promote the overall economic and social level of the villages in the region,reduce the urban-rural differences within the region,narrow the gap with the villages in the Pearl River Delta,and promote balanced and coordinated regional development.Based on the above thinking,the author puts forward the idea of "resource-oriented cluster development".By interpreting the connotation of resource-oriented rural construction and development and the target direction it should achieve,the author cleared that the multi-village alliance and shared construction of a clustered development model.Then this paper analyzed its specific role in promoting the integration and promotion of rural resource value and the sustainable development of village industrial economy to demonstrate the necessity and significance of rural cluster development under the guidance of resources.On the theoretical level,for the construction and development of rural clusters,this paper further explored the dynamic factors and constraints that affect the development of rural clusters,in order to summarize and analyze the corresponding conditions that the rural clusters need to have in the process of formation and development,and possible facing problems and challenges.On this basis,this paper combined with the current development characteristics of rural areas out of the Pearl River Delta,from the dynamic perspective of the formation,operation and development of rural clusters,this paper explored and constructed five guiding strategies,including resource census,planning and preparation,construction management,rural governance and policy guarantee,aiming to achieve resource-oriented cluster construction and development for some villages in the areas out of the Pearl River Delta The five-level guiding strategy aims to provide feasible suggestions and methods for the resource-oriented cluster construction and development of some villages in the area out of the Pearl River Delta,and it is also planning for cluster development or having clustering in the country.Rural areas with development potential provide some guidance and reference.
