Research On Risk Management Of CHZG Area Development Projects

In recent years,governments at all levels have repeatedly requested that excessive financing through government platform companies cannot directly increase the government's hidden liabilities.In order to meet the rapid development of urban construction,the government-led management and the development of state-owned enterprises as the main body of development have solved the pressure on government funding.However,due to its high investment intensity,large development volume,wide upstream and downstream docking resources,and complex production links,there are hidden risks in the relevant links,which directly affect the success of the project.It is necessary to strengthen the risk management of development projects in the area and promote the healthy development of the project.Based on the characteristics of CHZG area development project risks,this article starts from the operation mode,main business conditions,project investment estimates,project fund-raising,and economic benefit analysis,etc.,evaluates and analyzes the project,and chooses to apply the checklist method and Delphi method To conduct a comprehensive analysis of CHZG area development projects and accurately identify project risks.Establish 5first-level risk indicators and 18 second-level risk indicators,and develop a comprehensive risk indicator system.According to the risk identification of CHZG area development projects Status,use the method of analytic hierarchy process to clarify the weight of the above indicators,use fuzzy comprehensive evaluation method to evaluate the risk level,the overall risk of the project is higher risk(secondary);This article studies and analyzes the specific situation of state-owned enterprises combined with the level of project risk evaluation,Factor analysis,combined with the developed risk control plan,as the starting point from the following aspects,namely cooperation model risk,financing risk,land policy risk,capital recovery risk,construction period risk,management organization risk,industry positioning level and industry chain CHZG proposed in 7 aspects including construction risk District development project risk control measures to reduce the overall risk of the project.The conclusions drawn are very practical,providing a reference for the risk management research of the development projects in the area,and accumulating experience for the group's business transformation.
