The national call for energy saving and emission reduction results in an increase of the number of construction projects for auxiliaries in power plants,e.g.air pre-heater.Usually,the constructions of auxiliaries were carried out during the overhaul of steam turbine.Both of the schedule and quality were seriously controlled to assure the re-operation of steam turbine.The uncertainties have become the important factors to affect the schedule,causing the increase of risk and cost.Accordingly,it has been a key to design a new schedule control method,which can also save the cost and maintain the quality for the construction.In this thesis,the schedule control of the construction project for two air pre-heaters of No.6 electric system of Huaneng power plant in Weihai,Shandong has been researched.Earned value method(EVM),as a quantitative description method,was considered to conduct the good control of schedule and the saving of the cost,after the detailed analysis of the features and difficulties of the project.In actual fact,large numbers of uncertainties and risks exist,owing to many sophisticated characteristics of the electric power construction project.The schedule can be delayed by these risks;therefore,the risk management was added into the EVM.In addition,the earned value parameters in the calculation become very difficult,because of the collected schedule information with ambiguity.Thus,fuzzy earned value method(FEVM)combining with the risk control was proposed to quantify the uncertainties and schedule information,for the favorable control of schedule of a project.Finally,the safeguards should be built up for the schedule control,including management,technology,rewards,and application of electronic information system.FEVM was proved as a suitable control method for the project with risk and small schedule,through the analysis of the example in this thesis.Comparing with the conventional EVM,the addition of evaluation of risk can improve the realness of the relationship of schedule and cost.When the schedule was delayed,it was not suitable to calculate the cost using the simple methods,such as addition or reduction.However,through analyzing the parameters of FEVM,some useful suggestions can be proposed to control the cost.Additionally,risk management should be used in the case of the low FEV,to reduce the cost.
