As China's economy has shifted from high-speed growth to high-quality development,economical,efficient and green multimodal transport has entered an accelerated development period,relevant policy documents have been issued,and multimodal transport has become a national strategy,which has become an important measure for China's logistics supply-side reform and logistics industry to reduce costs and increase efficiency.Container railway-waterway combined transport is an important part of multimodal transportation.With its ability to give full play to the comparative advantages and comprehensive advantages of containers,railways and waterways,it has become a key area for promoting multimodal transportation.The land area of the railwaywaterway combined transport container terminal is an important place for developing the container railway-waterway combined transport business,and the level of its service greatly affects the quality of the container railway-waterway combined transport service.However,compared with the world's advanced railway-waterway combined transport container terminal,the land area of China's railway-waterway combined transport container terminal has some problems,such as unreasonable layout of operation areas,insufficient introduction of railway lines,uncoordinated operation capacity,and imperfect comprehensive service functions.Therefore,there is an urgent need to study the optimization of the layout of the land area of railway-waterway combined transport container terminal to meet the needs of future development.This article relies on the National Development and Reform Commission's key topic " the Research on the Accelerating Development of Multimodal Transport",combined with actual data,to systematically study the layout optimization of the land area of railway-waterway combined transport container terminal from the following aspects:(1)On the basis of elaborating the concept of the land area of railway-waterway combined transport container terminal,this paper summarizes the development experience of the advanced railway-waterway combined transport container terminal abroad,combs the main problems existing in the development of the domestic railwaywaterway combined transport container terminal,analyzes the connotation of the land layout of railway-waterway combined transport container terminal and the operation organization mode and operation process of railway-waterway combined transport container terminal,and divides the operation area of the land area of railway-waterway combined transport container terminal,and gives the calculation formulas of the core operation area and operation capacity.(2)This paper puts forward the idea of optimizing the layout of the land area of railway-waterway combined transport container terminal,based on capacity coordination and system layout,introduces the capacity coordination degree to quantify the evaluation of the operation capacity coordination in the core operation interval,and uses the system layout method to quantify the comprehensive correlation of the operation interval,builds a multi-objective optimization model for the land layout of railway-waterway combined transport container terminal with the highest comprehensive correlation in the operation range,the lowest container loading and unloading and handling costs,the most sufficient land use,and the most coordinated operation capacity in the operation range,and uses the normalization theory to transform the multi-objective model into a single-objective optimization model,and designs a genetic algorithm based on a multi-row layout feasible solution generation strategy to solve the model.(3)Taking Ningbo Beilun International Container Terminal as an example,on the basis of analyzing the status quo and scale of its operation area,the optimization method of this paper is used to adjust and optimize the layout of its operation area.The layout before and after optimization is compared and analyzed,which verifies the rationality and feasibility of the optimization method for the land layout of railway-waterway combined transport container terminal in this paper.Figure 40,table16,and reference74.
