Group A is a large-scale central energy construction enterprise under the management of the State-owned Assets Supervision and Administration Commission of the State Council(SASAC)of China.Since entering the Iranian market in 2001,Group A has been implementing several large-scale hydropower station projects and water treatment projects.However,owing to the particular political regime,regulations and laws,Group A has been endeavoring to explore an implementation model that is both in line with the Iranian situation and in favor of the Company's sustainable development.This paper takes Group A as the study object,and studies what kind of implementation model should be made when Group A contracts the international projects in Iran.In this paper,the key large-scale international projects signed and implemented by Group A in Iran are closely followed,and the international engineering contracting theory,PESTEL model,SWOT model,international engineering contracting localization theory,enterprise strategic management theory,project risk management theory,etc.are jointly adopted.Firstly,through the external environment analysis,especially the comprehensive analysis of the MPO Price Indexes System in the field of international project contracting in Iran,it is found that the international project contracting market in Iran has broad opportunities,but also faces many practical challenges.Secondly,through the analysis and comparison of different implementation models of Group A when contracting the international projects in Iran,the advantages and disadvantages of different implementation models are found.Finally,by analyzing the strengths,weaknesses,opportunities and threats faced by Group A when contracting the international projects in Iran,the paper points out that under the SO growth strategy,the Joint Consortium Model is the most conducive for Group A to the international project business development in Iran,and it also puts forward the implementation connotation,optimization strategy and safeguard measures of the Joint Consortium Model,so as to provide examples and references for Chinese international engineering contracting enterprises to promote businesses legally in Iran.
