Research On Financing Risk Management Of Squatter Settlement Rebuild For Yitong River Basin Of Changchun City

In 2016,Changchun City launched a new round of Yitong River Comprehensive Management and Baili Ecological Corridor Construction Project,focusing on the implementation of sewage interception,water conservancy and flood control,water quality improvement,landscape construction,comprehensive transportation,shantytown renovation,project demolition,etc.Major projects.Among them,the shantytown renovation involves 26 plots along the Yitong River and the tributaries.The total investment of the project is 28 billion yuan.All the funds are financed through the government purchase service.All the investment of the project is obtained through financing,the amount is large,and the government's invisible debt burden Heavier,and the project can only obtain income through land transfer or real estate development,so project implementation must pay more attention to avoiding risks,and its research is of great significance.Based on the current development trend of risk management of engineering projects,this paper follows the general steps of risk management,and identifies the risks of project investment decision-making stage,pre-stage stage,collection stage and construction stage one by one,and builds a shanty town in Yitong River Basin of Changchun City.The project financing risk management evaluation index system was transformed,and the risk of the whole process was estimated and evaluated using analytic hierarchy process and fuzzy comprehensive evaluation method.The main contents are as follows:Firstly,the research background,significance,methods and research status at home and abroad are expounded.Basic concepts,such as “squatter area”,“project financing”,“risk”,“financing risk management”,and briefly describe the relevant theories and risk assessment methods of project financing risk management.Secondly,it introduces the background and general situation of the shantytown renovation project in Yitong River Basin of Changchun City.The risk identification of each phase of the project is carried out one by one,and the evaluation system of risk identification of the project is established.The analytic hierarchy process and fuzzy comprehensive evaluation method are used.Project indicators are evaluated.Finally,the risk response method is introduced.According to the evaluation results,the countermeasures for the specific risk factors of the shantytown reconstruction project in Yitong River Basin of Changchun City and the suggestions on the risk management of the project are put forward,and the paper is summarized and forecasted.
