| According to the relevant research results both at home and abroad,on the basis of the frame theory of management eflfectivcness evaluation in the nature reserve proposed by the World Commission on Protected Areas(WCPA),The writer collects and processes the information of each managrement process in the typical and representative nature reserve in Fujian Province with the methods of on-site inspection,questionnaire and expert consultation.In accordance with the national technical standards of the Regulation of Management Evaluation in the Nature Reserve(exposure draft)(2015)proposed by Chinese Research Academy of Environmental Sciences,the writer accesses the management effectiveness of the nature reserve in Fujan Province form five aspects.The main information for each protected area management process from the managed object effectiveness of five aspects of management object,management action,management security,management effectiveness,production and construction(penalty)of Fujian protected area management were evaluated.The evaluation results shows that the management effectiveness evaluation of nature reserve in Fujian Province scores an average of 76.8 points,indicating that it is above the overall level in general.Among them,the National Nature Reserve of Fujian province scored 82.12 points and 73.93 points in the provincial nature reserve.The management effectiveness evaluation of Taiwan area is based on the RAPPAM rapid assessment method,and has invited the Taiwan forestry experts,the related protected area management personnel,the university scientific research institution's scholar and so on to carry on the careful marking.The effectiveness of the 7 representative protected areas is evaluated.The results showed that:Fujian(1)Nature reserve average score of 76.80 points in the overall "good" state,in which the national protected area is in "excellent" condition,which means the overall management of protected areas in Fujian Province on the middle Level.Nature Reserve in Fujian showed that construction has been effective,but still rising.(2)From the establishment of the tine,the establishment of nature reserves longer time,its relatively high level of management.(3)The average score from the surface of the individual factors,different levels of protected area management bias should be emphasized.The results show that dynamic testing,research collaboration,resource survey,implementation planning,organization and personnel security needs to be improved.(4)Changes in the protected object,security,and system management institutions and personnel security situation three indicators that affect nature reserve management level three important factors.Taiwan:In this paper,three kinds of nature reserve of Taiwan was evaluated,including national park type of Taroko national park,Shei?pa national,Taijiang national park and Kenting national park,natural reservation type of leaf of nature reserves,and the four grass wildlife reserves in the category of wildlife habitat.Results show that(1)The management level in Taiwan were between level 2 to level 3.(2)In protecting endangered species of wild animals,endangered plants,in fact its remarkable achievements,experience is worth learning.(3)The laws and regulations formulation,dynamic monitoring,such as publicity and education for Taiwan's reserve the advantage for many years,it is the weak link of reserve in Fujian province,to learn the advanced management level.Through to Fujian and Taiwan nature protection area management effectiveness evaluation and comparative study,found the similarities and differences between both sides,especially in Fujian provincial natural protection area management existence the insufficiency and the gap,finally,combining the reality of Fujian,and construction of Fujian Ecological civilization first demonstration area of the historical mission and the historical opportunity,from the consolidation of the Fujian Province natural protection area management effectiveness,improve their management level and management ability,establishment of natural protection demonstration area of the province,advanced domestic,international first-class protected areas of proposed corresponding countermeasures and suggestions.In this regard,the proposal referred to:(l)Based on the "13th Five-Year" plan,the model of natural reserve construction become the ecological demonstration area.(2)Establishment of nature reserves management infrastructure investment plan.(3)To strengthen the legislation of Nature Reserve,both the law of nature reserve and the law of national parks,and the implementation of a district a law(regulation).(4)Focus on resolving the conflict between economic development and resource protection.(5)To improve the institutional mechanisms.(6)To establish Internet+Digital protection zone.(7)Emphasis on ecological and environmental protection publicity and education.(8)Exploring the road of joint protection.(9)To strengthen scientific research.(10)Establishing ecological civilization education system. |
