The Research Of Comprehensive Assessment On Well-facilitated Farmland Construction In Liuyang During The 12th Five-year Plan

Land is the important resources to guarantee the rural economic and social development.The party central committee and state council have been attaching great importance to the land reclamation work and clearly put forward to promote the rural land renovation,to speed up the rural land consolidation reclamation,to improve the quality of farmland construction,to construct drought or waterlogging high standard farmland in large-scale,and solid foundation of agricultural modernization.In recent years,Liuyang takes effective measures to promote the land management and have laid a solid foundation of land resources for the construction of high standard farmland,food production,agricultural income,and farmers' income.The main conclusions in this paper are follows:1.From the data summary case,Liuyang has completed 59 high farmland construction project,and built a high standard farmland total of 315700 mu that is 27.11% of the total area of arable land during the 12 th plan.The investment capital is 619774300 yuan,of whih the central support capital of 514150900 yuan,,and the local matching funds of 97943400 yuan.2.During the 12 th plan,high standard farmland construction is a wide and great project and makes a lot of people benefit in Liuyang.3.The high standard farmland construction in Liuyang during the 12 th plan fully tap plough potential and improve the quality of plough.Through the synthetial consolidation of field,water,road,forest,economic benefit,social benefit and ecologic benefit basically are achieved when these projects were applied.From the economic perspective,the new plough of project area is 1843.50 ha.When the project is completed,the plough quality raise a level and new food production capacity of 1500 kg/ha.From the social benefit perspective,the project construction firstly fulfill?The general land use planning?and?The land development and consolidation planning?,and promote and realise the city's total arable land dynamic balance.And Secondly embodies the party and the government policy and takes tangible benefits for the farmers from project area.Thirdly through synthetical consolidation and rehabilitation of land in the project,the cultivated land potential is excavated and the the quality of arable land is improved.From the point of view of ecological benefit,through the synthetical consolidation of pits and unused land,the soil and water conservation capacity is promoted.The quality of arable land is improved through completing the row of canal system and assorting the irrigation and water conservancy facilities.The good field microclimate is maked in the area of project through the construction and it promotes the formation of high-yield agriculture economic zone.4.The high-yield agriculture economic zone is basically formed in the area of project.After the project construction,water conservancy irrigation and drainage conditions are improved,crops and planting structure get the optimized.Through soil magnetism,the comprehensive effect of soil fertility?land quality and the ability to withstand natural disasters are improved.Through preventing land degradation,the land utilization,land output and the rational use of land resources are improved.The farmers' production and living environment and quality are improved.It embodies the party and the government care agriculture and farmers in rural areas.And it promotes the socialist new rural construction.
