| Our country has more people and less land,and the contradiction between people and land is prominent.It is our exploring and researching topic of how to make the use of the relatively limited farmland,improve farmland quality,increase crops production capacity and farmers’ income.High standard farm project’s building can reasonably increase plant squares,improve farmland quality,increase farmers’ income and improve project zone surround ecology environment.Since 2010,our national each province has expanded high standard farmland basic facilities building according to the specific condition.Through high standard farm projects,the national each place improved the poor farmland,such as saline alkali land and sandy land,made the drip irrigation to farmland lack of water,and planted wind preventing forest in wind zone,etc.which have reach the target of improve farmland quality,increase farmland production capacity and farmers income.After completing the high standard farmland project,the later assessment of high standard farmland project is very key.The later assessment of high standard farmland project can not only make the assessment on the new projects which have been implemented,boost this project constant improvement,but also provide the later high standard farmland project with reference,and avoid similar issues of basic facilities building.So it is necessary to make later assessment on the construction of finished high standard farmland project.In conjunction with the scene investigation,analytic hierarchy process is selected for qualitative analysis,and fuzzy comprehensive analysis is selected for quantitative analysis.Then the criterion layer is formed,which is composed of social benefit Y1,economic benefit Y2,ecological benefit Y3 and later management and protection Y4,and 16 indexes including cultivated land increase rate,acre production increase rate,farmers’ income increase rate and acre production cost reduction rate,then a new indicator layer’s new indicator assessment system comes into being.Building assessment grades,and it includes is four grades,i.e.excellent(A),good(B),medium(C)and poor(D).Firstly,this article integrated illustrate the relevant articles of domestic and foreign experts and scholars on the later assessment of high standard farmland projects,and the result shows that the later assessment of high standard farmland projects has little scientific research on the index value of later management and protection,and come up with adding the indicator of later management and protection into the later assessment indicator system,so as to do the projects later assessment.Finally,take the high standard farmland construction project of the 90 th regiment of the fifth division of XPCC in 2016 as an example,applied the new assessment indicator system to the projects later assessment,and the result shows that the economic benefit,social benefit,ecological benefit and later management and protection level are all good(B).Although the grade of later management and protection is good(B),the score is only 81.98,which is lower.It reflects that after completion of high standard farmland,there are issues of failing implementation for later management and protection.The reason for this is nothing more than just attaching importance to the results of the project construction and not paying attention to the later management and protection.As a result,a few years later,high-standard farmland construction projects will have problems such as forest belt destruction and low water output from motorized wells.Based on the problems that arise,this article proposes to strengthen publicity and protection,implement measures such as responsibility to people,and reduce losses.This article also reminds similar projects in the later period that before they are put into construction,it is necessary to reserve sufficient late-stage management and maintenance costs so that the service life of the various facilities to be constructed shall not be less than 15 years in order to achieve the ultimate goal of high-standard farmland construction projects. |
