As Belt and Road Initiative unfolds,international students organizations boom fast,promoting the cultural exchange between China and others and talent cultivation.The most content in this seminar of International Students Organizations is based on the influence and status of universities' foreign students in China.The previous documents are mostly about the analysis and study on strategies of international students' educational development in China and strategies and relationship of their cultural adaptation.But few interpreting practice about the status and influence of international students with Belt and Road Initiative exists.In this seminar,international students here speak in non-standard English and attendees here are from 7 to 8 non-standard English countries at least.Today,with the lack of interpreting materials and videos of accent-oriented conferences,the interpreting practice is taken steps with selection of interpreting theory,theoretical frameworks,theories into practices and experience summaries.In so doing,it aims to offer referential operating procedures and platforms for simultaneous interpretation and consecutive interpretation of international students seminars with Belt and Road Initiative.Specifically,in this paper,the author makes a description on document preparation,theoretical framework and practical operation,and makes a case analysis on the content of this interpreting practice in combination with linguistics theories and Skopos Theory as well as Interpretive Theory.Apart from that,it puts forward emergencies and response strategies during this interpreting process,and it makes a conclusion about professional quality that interpreters need to have at international conferences.An obvious feature of this seminar is non-standard English,which means interpreters need to have a higher level in communicative competence,professional qualification,knowledge level and cultural background.With the aim of making interpreting well,interpreters need to put priority on connotations,intentions and cognitive understanding instead of discourse structures,semantic interpretation and word-to-word translations.Aiming to reach this purpose,it needs to understand discourse meanings and speakers' intentions starting from inside to outside as a way to translate into a language known by all foreign students from various cultural background.This transition process is so called Indirect Speech Act of Linguistics,which grasps the intentions,implications and its indirect expressions,showing linguistic that makes a difference in translation.In this note,with the overall programme of Intentional Theory of Philosophy of Mind and the guiding principle of Indirect Speech Act Theory as well as Attributes Theory as the understanding base,the author integrates the Interpretive Theory and Skopos Theory into it.That has resulted in complete theories and thoughts for this interpreting practice and instructed the path and direction of practice based on theories mentioned above.Then the author makes an all-round conclusion,giving great emphasis on accent features,intention rules,input of Interpretative Theory and operation in output.Through this interpreting practice,the author hopes to make up the insufficient of studies and practices about international students organizations seminars with Belt and Road Initiative.Author's unique perspective of seminars in this type will offer a complete and effective operational process of interpreting for international student seminars,serving as a reference for workers of simultaneous interpretation and consecutive interpretation.In the stage of preparation and process of this interpreting practice,the author consulted tons of theoretical treatise and documents as well as the ones on interpreting theory regarding international seminars.With theories of Philosophy of Mind,Cognitive Pragmatics,Interpretive Theory and Skopos Theory,the author makes a cognitive analysis and pragmatic interpretation about content,strategies,methods and effect of interpreting.This practice report puts emphasis on interpreting of expressing implication with non-standard English in various cultural contexts.That means it needs to make a large adjustment towards source texts with translation strategies and methods,especially Foreignization and Free Translation.Based on Cognitive Pragmatics,the author uses Literal Translation and Free Translation as well as Amplification and Omission mainly in combination with Foreignization.During interpreting operations,adhering to the cognitive sense of “faithfulness”,meaning expression of “expressiveness” and wording and phrasing of “elegance”,it strives to drive the implement of interpretation strategies through cognitive intentions.The combination of linguistics and interpreting shows the interpreter's knowledge level and professional quality.That aims to instruct interpreters to a higher level and develop available and practical documents as a meaningful reference for interpreters.
