Proacti-ve policing is an innovative foreign policing style, which is used by police departments to strengthen public security management and prevent illegal and criminal activities. The concept of proactive policing is only practiced in police departments in some provinces and cities of China, and the latest translation of this kind of foreign literature is rare.In the process of translation, the translator must accurately convey the relevant information of proactive policing carried by the source text and consider the acceptance of the target readers working in the police department so as to obtain a readable target text. While translating, the translator needs to choose appropriate translation theory and translation methods to narrow the gap between the original author and the target readers and play the value of social research reports. From the perspective of the translation theory of British translation theorist,Peter Newmark, the reader-oriented Communicative Translation Theory focuses on the information conveyed by the source text and reduces the target readers' dyslexia in the output of the translation. The research report on proactive police has the characteristics of the informative text. The application of Communicative Translation Theory will provide guidance at the macro and micro levels in the translation to achieve a better effect on the target text. This translation report selects Chapter six of Proactive Policing:Effects on Crime and Communities as the source text. This chapter covers approximately 15500 English words and mainly presents the implications of community-Based Proactive Strategies on Community Perceptions and Cooperation, broken windows policing.and procedural justice. In case analysis and research, there are difficulties at lexical, syntactical and textual levels, such as terminology, acronyms, passive voice, long and complex sentences, and textual cohesion as well as coherence.Under the guidance of Communicative Translation Theory, the translator applies translation methods:amplification, omission, division, recombination and adjustment of word order to ensure that convey accurate information and enhance the readability of the translation. The translation practice indicates that the Communicative Translation Theory is applicable to the processing of vocabulary, sentences and paragraphs in different contexts and can achieve the purpose of effective communication. In addition, translators who translate such literature need to have an extensive professional knowledge of related culture and translation skills to provide reference to practitioners in related fields.
