The culture of a country embodies the wisdom of all people and is the soul of a nation.With the rapid economic development,the cultural needs of the people are also increasing.In 2005,the viewpoint of "public cultural services" in the 11th Five-Year Plan was first proposed.The Eleventh Five-Year Plan clearly proposes to optimize the structural adjustment of public cultural services,rationally allocate public cultural service resources,increase the utilization rate of existing public cultural resources,and strengthen the management of new public cultural resources,continuously optimize and continuously Innovate.In 2007,the Cultural Office issued the "Notice on Supervision of National Cultural Resources Sharing Project" to record and digitize existing cultural resources in the information database.So far,the framework of the national cultural resources sharing platform has gradually taken shape.In 2014,a "new normal" point of view was put forward on China's economic development.Culture has always existed in human ideology.It can be said that cultural construction is the construction of ideology.Cultural construction is a new carrier for realizing the demands of economic construction.The characteristics of the development of China's public cultural services under the new normal:input growth has slowed,and demand has continued to rise.As an important part of national construction,public cultural service provision can not only enrich the spiritual world of the people,but also enhance the soft power of the country.At present,China is in the process of social transformation and cultural transformation.The contradiction between the rapid economic development and the construction of public cultural services has become increasingly prominent.The people's demands for culture are constantly rising,and the demand for cultural diversity is also increasing.The study found that the general factors that affect the level of public cultural services mainly include four aspects:material and non-material inputs,service quality assurance,service output results,and Gong's participation.In the final analysis,it is actually the same as the "input-output" model in economic theory.It is important to improve the level of public cultural services by analyzing the input and output of public cultural services,evaluating whether they can meet the needs of the public,and judging what factors will affect the satisfaction of public participation in public cultural activities.Through the research of the existing materials and the characteristics of public cultural services,this paper introduces the ecological footprint method to convert the consumption of various resources from the perspective of the measurement of various public cultural services.Measure the carrying capacity of regional cultural resource services from the supply side and measure the regional cultural resource occupancy from the demand side to determine whether the regional cultural service provision can meet local needs.
