| At present,China is in a critical development stage,economic and social development requires government at all levels to have a corresponding management model.As an answer to this demand,service-oriented government has become a recent goal of reformation of government functions.During the process of building up a service-oriented government and implementing services administration,government at all levels are confronted with how to improve government efficiency,which has become a new topic in public administration.Govemment performance evaluation of public services will become the focus and guideline of government performance evaluation.The leadership of the country and ministries have mentioned on various occasions,to step up research and establish a scientific government performance evaluation system.The local government public services performance evaluation,have certain theoretical and practical significance.The authors take system research,literature research and empirical research method,in theory and practice on two levels of local government public services performance evaluation research.Main contents of the research include:1.From the carding the public government public services performance evaluation theory,this paper based on the government public services performance evaluation research background and significance,the research situation on abroad and home,etc.2.The related concepts and theories of public services performance evaluation of local government comprehensive exposition.3.Constructs the local government public services performance evaluation system.Large amount of arguments on government performance and its evaluation have been taken by scholars at home and abroad,though,a global and systematic research on the evaluation of public services is still rare.This research tries to construct the local government public services performance evaluation system based on theoretical research,which including the evaluation principles,evaluation subject and object,the evaluation index system.The evaluation index system consists of six dimensions as "education,social security and employment,health care,public safety,environmental protection,culture and sports" and 28 indexes such as "education investment for every ten thousand people,detection rate of criminal cases".4.To provide empirical data analysis,it combines with the general situation of government performance evaluation in Hubei province,from 2008 to 2012,makes the local government public service as the research object,using the value engineering model,from the 3 aspects of the level of comprehensive performance of public service,six dimensions of performance level in public service,the fiscal investment to the six dimensions in public services,carries on the analysis and evaluation.5.According to the local government public services performance level of ascension puts forward relevant countermeasures and suggestions,including the attention to and effective use of evaluation results,strengthen the spirit of public service,promote the marketization of public service,strengthening the construction of public services personnel,equalization of basic public services capacity,increasing investment in public services and improving the utilization rate of resources,etc. |
