A Study On The Problems And Strategies Of Local Government In Dealing With Online Public Opinion Crisis

This dissertation explores the general rules of online public opinions' formation,fermentation and spread.Taking Zhongshan City as an example,the paper researches on the government's problems in dealing with online public opinion crisis and propose some solutions to these problems.With the rapid development of the Internet,have been widely used to spread public opinions which has lead the country into a "public microphone era".The Internet is becoming a platform where people voice their opinions and a place where various information spreads rapidly.Moreover,it is also becoming an amplifier of public opinions.Therefore,study and analyze online public opinion has multiple values in improving public policies,beautifying the government's image,enhancing administration efficiency and prevent social risks.in the event of sudden crisis,the Internet often becomes an important platform where news and opinions diffuse and ferment which is likely to exert tremendous pressure on the government.Online public opinions have their deep root,that is,social conflicts and public demands.In a way,online public opinions are extension of real social problems.In recent years,various online public opinion events have shown that some of the Party and the government departments are confined to the old way of thinking in the face of the Internet and new media.They suffer serious deficiencies in monitoring,analyzing and judging public opinions,in handling public opinion events,in disseminating information,and also in keeping good relations with the media.This dissertation explores the problems mentioned above and proposes some constructive suggestions and solutions.The research is divided into five chapters.Chapter one is the introduction,which elaborates on the background,purpose and significance of the research on how the government deals with online public opinion crisis.Existing researches on this topic,research methods,Innovation and deficiencies of the research in this paper are also covered in this chapter.Chapter two focuses on the evolution of online public opinion crisis and its characteristics.It analyzes the concepts of public opinion,online public opinion,and government,and the relationship between them is also discussed.Then it explores the characteristics,diffusion patterns,and trend of online public opinion crisis.Taking Zhongshan as a case study,chapter three focuses the gains and losses of the government's practice of dealing with online public opinion crisis.Chapter four points out the government's problems in dealing with online public opinion crisis from four aspects,including incomprehensive monitoring,inaccurate judging,and imprompt response.Chapter five puts forward three strategies in constructing a better system for local government's dealing with online public opinion crisis,that is,improving the Internet legal system,making good use of the Internet thinking,building a scientific framework of analyzing and judging online public opinion crisis.
