Study On Countermeasures To Local Government Online Public Opinion Crisis

The Chinese society has been quickly evolving in the backdrop of economic system reforms and social structure transformation,and the public thinking has also undergone huge changes.The integrated development of media ushered in "the public microphone era",in which every person online or mobile phone user can freely express themselves on the Internet.Therefore,the Internet has become the place where the public opinions and wisdom are gathered,as well as the original source of information for many Internet events.As a major public opinion field,the Internet expanded the scope of government governance.If the government does not pay attention to the network public opinion,it is easy to lose the public opinion and cause the network public opinion crisis,which is a new challenge to the governing capacity of governments at all levels.Consequently,it is imperative for the government to come up with effective countermeasures regarding the crisis of online public opinions.With the perspective of crisis response in mind,this paper is based on journalism and communication,political science,and other disciplines.Meanwhile,a lot of methods are adopted,including qualitative analysis,concept analysis,experience summary,case analysis,and literature review,so as to analyze online public opinions,the crisis of online public opinions,and other events that may trigger the crisis.Improvement strategies are proposed as references for local governments to enhance their handling of public opinion crisis.Aside from the introduction,this paper consists of 4 parts.Part 1 touches upon online public opinions,the crisis of online public opinions,and the events and positions that may lead to the crisis.In Part 2,by referring to the case that a female tourist was beaten and disfigured in Lijiang,the common issues,mainly involving cognition,concept,system,and mechanism,found in the response of local governments to the crisis of online public opinions are analyzed.Part 3 contains the analysis of the local governments5 mishandling of the crisis of online public opinions,which mainly features the factors in perception,mechanism,and action.In Part 4,regarding the local governments'mishandling,relevant countermeasures are proposed in terms of perception,mechanism,and action.
