Market Regulation and comprehensive law enforcement is the integration and reform of govermment function applied by Chinese government to resolve the functions overlap of government departments,and strengthen the market regulation powers and responsibilities of local government.At present,Shanghai,Jiangsu,Zhejiang,Shandong and other places have already carried out related reformpractice.From the practical reform,this comprehensive law enforcement reform carried out in the market supervision area mainly aims to integrate the departments of business,quality supervision,food and drug administration,and establish a unified market regulation and law enforcement agencies.The practical actions is to establish market regulation authority,which is not only responsible for receving the business guidence from the superior class,but also subject to manage the inferior market regulation and law enforcement agencies.In the mean time,as a part of the govermment departments,it also need to receive the management of the same level government department.This reform,in the actual process,achieved positive results.It improved the efficiency of government market regulation,promoted the integration of functional departments,and solved the problem of functions overlap.In the process of reform,each area has taken various measures.In this paper,the author through taking the market regulation and comprehensive law enforcement of Jiangsu Provinceas a study case,and sorted out the reform practicesof other palces,found that the main reform practices include:first,to integratethe department functions of business,quality supervision,food and drug supervision departments,and establish a unified market regulation authority to exercise the functions of the three departments;second,to make a list of the powers and responsibilities,using the rights and responsibilitylist to explicit the market regulation responsibility,and facilitate social supervision;third,to integrate the former enforcement teams of business,quality supervision,food and Drug administration departments,establishan integrated law enforcement team,which is unified managed by the market Authority.In this article,the author takes the current ongoing market regulation and comprehensive law enforcementreform as the research object,firstlyanalyzes related concepts and theories of market regulation and comprehensive law enforcement,expliciting the theoretical basis;secondly,analyzes the developmenthistory of Chinese market supervision,analyzing the basic situation and the problemsof the original market supervision system,which in turn lead to the current market regulationand comprehensive law enforcement reform.in order to set forth in detail about the market regulationand comprehensive law enforcement reform,the author selectes the market market regulationand comprehensive law enforcement of Jiangsu province as a practical case;finally,the author based on the analysis of the case,focusing on the analysis of the reformcontent and characteristicof the market regulation and comprehensive law enforcementand analyzes the actual effects and existing problems of currentreform,so as to make recommendations to improve the market regulation and comprehensive law enforcement reform.Through this study,on the one hand,the current market regulation and comprehensive law enforcement reform can be displayedmore clearly;on the other hand,through research,it will be possible for making somerecommendations for the later reform,so as to promote market regulation and comprehensivelaw enforcement reform.
