Research On Problems And Countermeasures Of The Construction Of Beautiful Village In Tangshan

“Beautiful villages” has been the main aspect of rural construction in the past decade,it is quickly built across the country after the beginning of the anji's “beautiful villages in China” project in 2008 and “beautiful villages” is highly put forward in No.1 central document in 2013.The report of the 19 th CPC national congress 2017 puts forward the rural revitalization strategy,the path of socialism with Chinese characteristics rural revitalization road and beautiful villages construction as the important measures to promote the implementation of rural strategy,which is of great significance to the construction of new rural areas,the balanced development of urban and rural areas,and the promotion of supply-side structural reform.According to literature research method,investigation method and case analysis method,the thesis refers the beautiful villages in Tangshan,Hebei province as the analysis target,aiming at finding problems,analyzing reasons,referring to advanced experiences and coming up with suggestions by using theories related to public management such as urban-rural development and social governance innovation.Firstly,it analyzes current situation,achievements and taken measures of the construction of beautiful village in Tangshan.Then,it illustrates some existing problems,including the weak consciousness of participating in the construction of beautiful countryside,the insufficient planning feature of beautiful village,deficient financing channels,and defective construction mechanism of beautiful countryside.Secondly,it analyzes the causes;for example,it lacks interactions between governments and other subjects,the construction plan fails to adjust to local conditions,capital operation marketization is insufficient,and the government regulation mode lacks the whole mechanism construction.Finally,it puts forward feasible Suggestions from 14 aspects,including the participation of multiple parties,the improvement of planning according to local conditions,the expansion of financing channels and the integration of investment,and the improvement of working mechanism,so as to promote the sound and rapid development of beautiful villages.The thesis is to complete and enrich the theory of beautiful countryside construction,provide some valuable suggestions for the construction practice of beautiful villages in Tangshan city and experience reference for the construction of beautiful villages in Hebei and even other areas of the country.
