In recent years,with the accelerating pace of social transformation,social system and social structure in China are in a dramatic change.In this social context,a variety of special types of social risks and contradictions,including moral anomie,social deviance and so on,continue to spring up.As a microscopic reflection,there are more and more internal conflicts,anomie phenomena emerging in campus,like school bullying.Because school bullying is a special campus security issue,which always occurs between schoolmates and can make serious hurts on both physical and mental health with its unique persistence,concealment and harmfulness,great concern has been drawn by our society.Social governance,as a new management idea to adapt to the complicated environment o modern society,emphasizes multiple subjects in the process of social problems management.With its unique networked governance structure,the possibility of fully resources mobilization and utility maximization realization is evolving.As a complex and interactive campus security problem,many different issues,from the macro overall social environment to the microscopic campus management,community atmosphere,family environment and so on,plays an important role in the occurrence and persistence of school bullying.Therefore,rather than a particular subject working alone,it is obvious that the effective preventions and supervision of school bullying lies in the participations of state,school,family,community in multi-subject case in a cooperative way.It can be realized through establishing an effective social governance network,which is capable of comprehensive dynamic management from three aspects of advance,going on and afterwards.This paper analyzes the current situation of school bullying by analyzing the questionnaire of 3777 primary,middle and professional high school students in several provinces and cities across the country,and summarizes the causes and manifestations of school bullying with three typical cases.At the same time,based on the questionnaire data,the relationships between different factors and school bullying has been in-depth discussion,including campus management,family status,government intervention,personal behavior,peer relationships,etc.This paper also discusses the principles of social governance in school bullying and explores the effective ways to realize the positive social governance in school bullying.Also,some countermeasures suggestions on the construction of social governance are put forward to solve the school bullying problems.
