Social Organization Participation In The Process Of Local Governance Modernization

The Third Plenary Session of the Eighteenth Central Committee put forward the goal of realizing the national governance ability and the modernization of the governance system.Social organizations,as important subjects involved in local governance,have developed rapidly.The increase in the number of social organizations will promote the modernization of local govemance,promote local political,economic,cultural,social,ecological and other aspects of development.At the same time,it is undeniable that the rapid growth of social organizations will also bring a series of problems,thus hindering the realization of local governance modernization.Based on the basis of the theory of governance and the civil society theory,this paper argues that social organizations participation in the process of local governance modernization mainly have the following problems:the process of access and exit is not smooth,the legitimacy is not high,the operation is difficult,the administrative color is strong,the independence is lacking,he people are difficult to trust and their own lack of capacity and many other issues.The main reasons for the existence of these problems include the internal factors and external factors.The internal factors are the lack of social organization professionals,the weak ability of their own organizations,the lack of autonomy and capital,the lack of funds and other factors.The external factors are the absence of policies and regulations,political,social reasons and so on.By strengthening the government's guidance,strengthening the government's guidance,support and nurturing,reorganizing and combining deepening the reform of social organization,deepening the work of party building,strengthening supervision and establishing democratic mechanism.So as to solve the problems faced by social organizations,we can promote the local governance and system modernization goals.
