Research On The Performance Evaluation System Of Criminal Technique Police In Heihe Public Security System

With the deepening of the reform and opening up policy and rapid economic development in 'our country, the criminal means also emerge in endless forms so that the difficulties of law enforcement of criminal techniques police of the public security organs in Heihe city continue to increase and form new challenges one after another. In order to adapt to the development of the time, the improvement of the overall combat effectiveness of criminal techniques police of the public security organs in Heihe city needs to have an effective method to evaluate the criminal policeman's technology ability so as to make the perfection of appraisal system research of the criminal techniques police performance an important and urgent task of Heihe city public security system. Due to the high specialty and professionalism of the criminal technology, the cultivation of good criminal techniques police costs many years. However, due to the workload is too heavy for criminal techniques police while the appraisal mechanism is not perfect,which leads to the failure of promotion and loss of criminal techniques police. So the performance appraisal system research of the criminal techniques police in Heihe city is urgently needed. Performance appraisal system of police system is the inevitable trend and and the only way in the harmonious development of police system. In the policing management of many western developed countries, the mechanism plays an important role and shows important value. But the mechanism in police system in China is still not fully developed, on one hand, our country is still in the primary stage of the construction of police system, on the other hand, the social development of our country is in transition and many social factors can lead to the development of police overall lag to a certain extent. Therefore, the appraisal system of the policing system that draws lessons from the advanced experience of western developed countries and combines the actual situation in our country is the inevitable trend and the only way in the construction of police system in our country.In the first place, based on the framework of management performance incentive theory,this paper discusses how to perfect the performance appraisal system of the criminal techniques police in Heihe city. Secondly,this paper analyzes the current work of the criminal techniques police in Heihe city and points out the existing problems of the work of criminal technology police in Heihe city and the related performance appraisal. Thirdly, this paper discusses the construction of performance evaluation mechanism of criminal technology police in the public security from the perspectives of dealing with the case in accordance with the law, performance orientation, fairness and justice. Besides, by analyzing the working characteristics of criminal technique police, this paper formulates the corresponding solutions-using the tool of the balanced scorecard for performance evaluation so as to develop a performance appraisal system in accordance with the work characteristics of the criminal techniques police in Heihe city. Finally, it also puts forward a series of security measures to ensure the implementation of the performance appraisal system for the criminal techniques police in Heihe city after its construction.
