With its "low carbon,environmental protection,green and healthy" characteristics,the Shared bicycle is developing rapidly based on a wide range of market demands and consumer groups.At present,share the bike has covered more than 40 cities all over the country,the "four" north city become shared cycling on the platform of choice,of which the Shared cycling number more than 2.2 million vehicles in Beijing,nearly 1.8 million concentrated in the central city and deputy city center,and the number is still in changing.Share the bicycle to gradually become a part of the Beijing public transport,brought many convenient for the public,but at the same time,a life in Beijing more than two thousand resident population,is for bicycle,personal safety is threatened,roadway taking-up riding bicycle and so on uncivilized phenomenon to foot the bill.Shared this article focus on the bicycle in Beijing's development and the problems caused by combing the current management mode of the Beijing municipal government to Shared cycling,through the "net about car" management mode,the hangzhou public bicycle management mode,and bicycle system for case analysis,summing up experience and revelation,to clarify the government as a whole,the enterprise as the main body in public service supply,the government should bear the responsibility,and using policy tools in the mandatory policy tools,combination tools and voluntary policy tools to study more reasonable public service supply mechanism,aiming at the existing problem of sharing of Beijing bicycle put forward the following suggestions on policy tools,mandatory tools and combination is given priority to,voluntary tool as a supplement.First,it is necessary to construct a reasonable system for compulsory tools,and the government should directly provide the supporting services of propaganda and guidance and infrastructure construction.Second,the hybrid tools include subsidies and tax policies;Third,the government needs to actively play the role of market and attach importance to the supplement of non-profit organizations.To provide theoretical basis for the government to solve the urban management problems caused by the sharing of bicycles,and to provide reference for other cities similar to Beijing.
