The Research On Government Latent Performance Evaluation Of China

Chinese government performance evaluation is GDP-oriented,which used to promote the local governments and the national economic development rapidly for a period time.However,with the change of times and the deterioration of environment,the effectiveness of government performance evaluation based on "GDP is everything" making performance evaluation into the one-sided model.At present,there was a wealth of experience accumulation in the performance evaluation all over the country,while many local governments skip the barrier of latent performance evaluation to a great extent,and directly turn to evaluate the visible performance which is easy to generate fruition in the short term.The conception that only focusing on surface and visible performance,but underestimating latent performance will become the great obstacle for Chinese future achievement on sustainable scientific outlook of development.In view of the status quo of emphasizing on visible performance and ignoring latent performance.President Xi Jinping especially emphasized that grasping the two links of both,while evaluating "visible performance",we must attach importance to the evaluation of "latent performance".From the perspective of government performance generation,this study choose the latent performance of Chinese county government as breakthrough point,combining theoretical research and practical experience to construct a set of latent performance evaluation indicator system about county government.We found that there are several types of latent performance among the full generation of government performance,such as,expected performance,allocative efficiency,X-efficiency,sustainable performance and situational performance.How to evaluate them effectively,it is necessary to evaluate "mission","strategy","implicit performance ","function optimization".In order to ensure the scientific and feasibility of the latent performance indicator system,we use single-round Delphi method,coefficient of variation and correlation analysis,as well as reliability and validity test to solve the problem of discernment and feasibility issues,then applying confirmatory factor analysis to give all level indicators with scientific and reasonable weights.Finally we selected a set of 64 indicators consisting of county government latent performance evaluation indicator system,which is the crucial tool for the study of empirical evaluation.On obtaining the indicator system,we select indicator data from fifty county governments in eastern,central and western China as a pilot study spot to probe whether this indicator system is scientific,reasonable and effective by empirical evaluation of county governments' latent performance.Consequently,we get the final evaluation results which demonstrate that the latent performance of Chinese country government is quite unsatisfactory.
