Since China entered an aging society,the number of elderly people in our country has become increasingly large.The growth rate has also been accelerating,and the ageing and aging of the population have deepened.At the same time,with the change of the concept of family pension in our country,the pension needs tend to diversify.The traditional public pension institutions and private pension institutions can no longer meet the current needs of the elderly care services.The“public-private”community pension model in this context should be shipped.Health.However,due to the short application time and insufficient experience of this model in China,it is still in an exploratory stage,with advantages,opportunities,and challenges coexisting.In the face of the problems and challenges faced by the “public-private” model,this paper will use “the ‘privately-run private' community's home-based care for the elderly” as the starting point for this study.The author uses the theory of government failure as the theoretical support of this study,and uses the literature research method,in-depth interview method,questionnaire survey method,and case analysis method to conduct case studies on the“public-private” model of the X community home-based care service station and draws conclusions.:X The “public-private” model of the community home-based care service station eventually evolved into a “public-private-private” model.The fundamental reason for this is the lack of government governance resources.Due to the lack of government governance resources,the private party is in a state of“passive” operation,and it is in a difficult position.At the same time,it also causes the government-enterprise cooperation to fall into “the lack of government governance resources – the pressure on the K institution is large – the level of pension services is difficult to improve – The senior citizens' satisfaction is not high,and the participation rate is low—the loss of the K institution's operation—the decline in the service level of the elderly—the deviation of the ‘public-privately-run'target,the game between government and enterprise,and the disintegration of appearance and appearance”.Finally,we made a response to the problem that in the "public-private"community home-based care model,government governance should be emphasized.There are many reasons for preventing the "due to government failure" that cause theK agencies to face the current predicament.The government,the K agency,and the society all have improvements.Local,but the fundamental,lies in the governance behavior of the government.It is necessary to achieve “government governance”through the establishment of a unified pension management agency,the establishment of a government-enterprise coordination mechanism for the “public-private” model of pension provision,the improvement of the “public-private” model for the provision of pension services,and the promotion of the “public-private” model of pension provision.".In the “public-private” model,the government does not need to participate in the management and implementation of specific issues,allowing them to “get away” from the cumbersome old-age care services and give them more specialized private management.However,this does not mean that the government In order to completely withdraw from it,the government should assume the role of“supporter”,“regulator”,and “supervisor”.Only the government clearly defines its own responsibilities,gives the private party full support,and builds good for the private party.In order to develop the environment,the "right" belongs to the government and the "profit" goes back to society,so that the "cooperation and win-win" between the government and enterprises can be truly realized.
