The effective realization of tax needs not only the perfect system of tax law,but also the powerful force for collecting and managing the tax.The contingent of cadres just is the core and backbone of this force.Thanking for getting good human resource when the tax division was started,the state tax department has a large number of cadres with sufficient quantity,excellent quality and reasonable structure for a long time.The contingent of cadres has promoted the state tax cause continuously and steadily.However,as time goes on,the original contingent is getting older,some problems are becoming more common and serious in the grass-roots state tax department,such as cadres aging,being lack of work motivation and professional quality.In the next period,the insufficiency of cadres and professional talents will be widely expanded,the contradiction between strict requirements for work and the increasingly weak human resource in the grass-roots state tax department will be the major obstacle to the further development of tax cause.Therefore,how to cultivate and develop the potential energy of young cadres in the grass-roots state tax department for weakling and eliminating such contradictions as far as possible has become more and more important.The author has much experience in the personnel work,and has studied the theory of human resources management,education and training,excitation.Using the research methods from the master study and large number of data from the daily work,the author expounds the situation of young cadres in the state tax system of Fuzhou city,analyzes the existing problems and reasons,provides advice for strengthening the construction of young cadres finally.The text can be divided into five parts.The first part is introduction.The author analyzes the research background and significance,literature review,research contents and methods,the creative and weakness of research.The second part is theoretical analysis.First,the definition of “state tax and state tax system”,“young cadres” and “the construction of young cadres in the state tax system “is explained.Second,the theory of human resource management,education and training,excitation is generalized.The third part is the situation.First,the author introduces the basic situation of young cadres in the state tax system of Fuzhou city,including personnel,educational background and professional knowledge,position arrangement and use of personnel.Second,the investigation about the construction of young cadres in the state tax system of Fuzhou city shows not only the young cadres' self cognition,but also the idea of leading cadres to the construction of young cadres.The fourth part is the problems and reasons.The author finds the problems in the construction of young cadres,and points out the reasons,including backwardness of educational ideas,weakening of young workers organization,weakness of assessment system,closure of organizational structure,idea of "Official Standard",conservatism of candidate,lack of objective system.The last part is countermeasures.the countermeasures include insisting on political education,renewing the ideas of education and training,enriching the forms of education and training,strengthening the power of education and training,improving the career planning,promoting post exchange,expanding the training space,optimizing the promotion mechanism,improving the assessment system,playing the active role of the communist youth league.
