Study On The Integration Policy And Effect Of Basic Public Services In Urban And Rural In Shanxi

Since the Reform and Opening up,along with the rapid growth of China's economy,the degree of urbanization has deepened,and public services in urban and rural areas have undergone a huge difference.The concept of equalization of public services in urban and rural areas has been proposed for the first time since the Fifth Plenary Session of the 16 th CPC Central Committee.The equalization of basic public services between urban and rural areas has become an important measure to promote the integration of urban and rural development.19 th CPC National Congress were further integrated from urban and rural areas to the integration of urban and rural areas,and the focus of public service supply turn to rural areas,resulting in a substantial improvement in the construction of rural public services.As a resource-based economic province in the central region,Shanxi Province is no exception.There is even a large gap between urban and rural basic public services.For this reason,the Shanxi Provincial Government has issued many policies.This paper takes Shanxi as an example,tries to analyze the policy effect of urban and rural basic public service integration,hoping to learn from the basic public service integration of Shanxi urban and rural areas.This paper theoretically defines the objectives of the urban and rural basic public service integration policy,and theoretically explains the effects of urban-rural basic public service integration from the aspects of consumption stimulation,labor productivity improvement,and income gap adjustment.Through the combing of basic urban and rural public service policies in Shanxi Province,including basic education,medical and health care,public employment and social security,etc.,we grasp the trend of development and integration.Based on the sub-item measure of policy effectiveness in basic education,health care,public employment,and social security in Shanxi Province,an indicator system was established to measure the level of integration of basic public services in urban and rural areas,and then measure them in a unified manner using fixed effects and a dual difference model.The impact of the level of urbanization on the consumption of urban and rural residents,production and economic development,and the income gap,evaluates the effectiveness of the integration of urban and rural basic public services in Shanxi Province,and proposes to further enhance the integrated supply of basic urban and rural public services in Shanxi Province.The main work and viewpoints of this article are:(1)Under the guidance of the policy goal of the integration of basic public services in urban and rural areas,an economic and theoretical perspective will be used to explain the effect of the urban and rural basic public service integration policy on the living,consumption,production,and income gaps of urban and rural residents.The goal is firstly to improve the living standards of urban and rural residents through basic public services in urban and rural areas;secondly,to promote urban and rural economic development through the effects of consumption stimulation and productivity improvement;and finally,to narrow the gap between urban and rural areas through income adjustment effects.The consumption stimulating effect refers to the increase of urban and rural consumption caused by the impact of urban and rural public service supply on the cost of living and budget constraints.The productivity-enhancing effect refers to the direct impact of public services on endogenous economic growth and the indirect effects of human capital investment to increase social productivity.The adjustment effect of the income gap on the one hand comes from the contrast between the crowding effect of urban and rural public services and the spillover and agglomeration effects.On the other hand,it comes from its investment in human capital,redistribution of social security,improvement of the supply mechanism,and transfer payments.(2)Focusing on the basic public service policies of Shanxi Province in terms of basic education,health care,public employment,and social security,it was discovered that various public services in Shanxi Province have gradually progressed after undergoing low-level integration and differential development.The trend of integration will be explored in terms of system construction,supply optimization,and security improvement in its integration measures.(3)Through the sub-item measure of the effectiveness of the various urban and rural basic public service integration policies in Shanxi province,it is found that there are differences in the effectiveness of public service policies in different areas.The conditions for running schools and the strength of teachers in the basic education all show the characteristics that rural optimization is faster than urban;the gap between medical and health personnel in urban and rural areas is narrowing faster than that of medical equipment;the gap in per capita medical expenditure is significantly reduced;the trend of employment in urban and rural areas is not significant;the level of urban and rural social security services obviously improved.(4)Through the measurement of the integration level of basic public services in urban and rural areas of Shanxi Province and the comprehensive determination of policy effects,it has been found that the integration of basic public services in urban and rural areas in Shanxi Province has gradually increased in recent years,and the level of integration has helped to increase the degree to different extents.Consumption of urban and rural residents promotes regional economic growth and narrows the income gap between urban and rural areas.
