Study On The Government-led Time Bank Model In Community Pension Service In Shenyang

In the context of rapid population aging,the large old age group has created a huge demand for the aged.Time Bank model is an effective supplement to the community home-based care services model.It helps to solve the community endowment service personnel shortage and the problem of lack of funds,to reduce the cost of social pension.Therefore,it is of great significance to study the Time Bank model of community service for the aged.In general,the development of Time Bank in China is not good,and the Time Banks in various parts of China have been bankrupt.The real data is difficult to get.In order to further study the demand trend and the problems in the operation of the Time Bank mode in the community pension service in China,this paper takes the Shenyang urban residents as the research object,and makes an empirical analysis on the factors that affect the demand and supply for the pension service of the Time Bank.In terms of demand,Shenyang urban residents have a high degree of demand for Time Bank pension services,and the demand will further increase in the future.Therefore,it is necessary to build and improve the Time Bank model of community service for the aged.In terms of supply,gender,age,living status,leisure time,occupation type,physical condition and the prospect of Time Bank mode are the main factors that affect the supply.The existing Tine Bank model has the following problems: the main body of the service for the aged is too single,lack of professional participation and scientific measurement,and this model is very difficult to guarantee the time integral of the USW.These problems restrict the sustainable development of the model.Based on the conclusions of supply and demand analysis,and referring to the advanced experience of foreign Time Bank mode,this paper designs a new Time Bank mode,the government led Time Bank mode,which makes up for the shortcomings of the original mode.The New model is dominated by the government,and the multiple subjects cooperate with each other.With the Internet as a platform,the new model introduces the compensable incentive mechanism into the volunteer service.The new model sets up nationally coordinated Time Bank personal accounts.Time integral can be transferred and converted into cash.This new model establishes a fair and reasonable time integralmeasurement method and a time integral cash conversion method based on the minimum wage of the society.In order to ensure the smooth implementation of the model,the paper puts forward relevant policy suggestions from several aspects,such as laws and regulations,sources of funds,incentive mechanism and training.
