Quality Assessment And Improvement To Rural Aged Service At H Village Yongtai County

With the aggravating trend of aging population and acceleration of urbanization,as the traditional main pension model—the function of family pension is constantly weakened.Especially in rural area,because of the affect of weak economic base,the evolution of cultural concept and the failure of government management,rural pension problem has been criticized by everybody,it not only affect happiness index of the elderly in later life but also buried many potential risks for a harmonious society.Based on this background,author choose H village,Yongtai county,Fujian province as analysis object,hope to forward countermeasures to rural pension problem,and play a valuable role on country's rural pension problem.In order to present H village's rural aged service quality,and based on SERVQUAL model,author also combine with H village's actual situation,to build a ?-Level aged service quality evaluation index system,and according to this index's content,change into questionnaire type,and to analyze the questionnaire.Meanwhile,combine with many ways like spot check,individual interview and consulting documents etc,the current aged service situation in Yongtai County H Village has been known.Finally the poor performance of Yongtai County H village mainly reflects in:1 the weakened function of family pension,the missing system of social security;2 the weak infrastructure of pension;3 lack of pension investment;4 the single model of pension,serious shortage of supply of service.The reasons which cause these problems are:the dual pressure of miniaturization family structure and urban-rural dual structure;2 restricts which are internal weak foundation and external shortage investment.To the existing endowment problem which is represented by H village,author combines with the theory of multi-center management,propose new ideas of changing single government model to multi-center model such as government,enterprise,social organization and citizen,specially include:play the main function of household security,transform government management model,focus on internet management theory;and explore rural endowment resources etc.This article is based on previous scholar's research result,combine with public management frontier theory and do the research on rural endowment.The main innovations are:1.to the questionnaire,the object is not limited to the rural old-age population,but refer to government function department,intermediary agencies,and volunteers etc.,survey groups are more widely;2.to the solution,base on practical situation in rural areas,refer to multi-center management theory,learn from internal and external's efficient endowment model,actively explore a variety of models which are suitable for the current rural pension.
