A Study On The Role Of Government In Shared Bike Governance

Advanced technology such as Internet+,economic,social,consumption,distribution and other fields permeate fusion with each other in recent years.Shared Economy Industry as a new mode and new forms is created and the Share Bike is a typical representative among them.With the characteristics of convenient,economical and environmental protection,it can be updated in real time with some Internet technology platform and smart phone.Its No-Pile Design also enables the parking and returning can be any time conveniently.Share Bike is developing rapidly in better meet the demand of public transport,alleviate the urban traffic congestion,build green travel system and has played a positive role.It has gradually became a new mode of city convenient transportation and new fashion.Share Bike has many problems at the same time beside its fast development,such as parking disorderly,occupying urban roads and other public space resources,influence various eyesores,vehicles factitious malicious damage,traffic accident and uncivilized phenomenon in use,etc.This paper,according to the existed research,puts the government roles and meanings in the modern economic society,the theory of government management and public goods as the theoretical basis,research and analysis the role and disadvantages of Share Bike and how it plays a leading part as necessity and rationality in Nanning city by the methods of theoretical analysis,questionnaire and comparative analysis.Then it systematically questions what role Nanning government should play in governance shared bike,and what countermeasures can be used to promote the shared bike healthy development and creats the green environmental protection,convenient and quick transportation and the sustainable new public transport system development with theoretical support.This paper is divided into five parts:firstly the introduction elaborates the selected topic background and significance and the research progress both at home and abroad,put forwards the research methods and innovation points,explain the relevant concepts and theoretical basis.Secondly it analyzes the necessity for government to play a leading role in the Shared Bike development,puts forward the governance of macro-economic control and regulation to eliminate external effect,maintaining market order,formulate laws and regulations,propaganda guidance,and so on.Thirdly it analyzes the problems and causes for the development of Shared Bike in Nanning by questionnaires.It summarizes the current measures adopted by Nanning Municipal Government to strengthen the Shared Bike management,and analyzes the problems and causes of the government of nanning city government in the development of the Shared Bike management.Fourthly it elaborates the experience of Shared Bike management in other cities in China and the enlightenment from them.Fifthly,according to the problems and causes of Nanning government management for the Shared Bike,it suggests establishing better legal laws and regulations and clearer government responsibility,improving supporting facilities,enforcing propaganda and education,strengthening government regulation and other aspects discusses,in order to discuss how the city government can play a better role on Shared Bike management with some specific countermeasures and thinking.
