While the government continues to promote the concept of service-oriented government,the public security organs also follow the trend,continuously deepen internal management,improve working performance,improve service levels and gradually carry out scientific performance assessment to motivate civilian police to upgrade the working quality.However,in the process of implementing modern performance assessment,due to the work characteristics of community police,such as the complexity of work contents,the mobility of service objects,the inherent differences in the jurisdiction and other objective factors,the performance assessment of community police has become a difficulty in the assessment of the entire public security force.Currently there are many problems in the implementation of the performance assessment of community police,such as the lack of performance assessment index system design,the importance attached to the leadership assessment,the neglect of the scientific assessment,the non-authoritativeness of the assessment results and the invalidity of the assessment incentive function.The reasons for this are the impact of the traditional assessment culture,the lack of technical measures in the assessment design and the imperfections of the assessment system.How should the performance assessment system of community police be improved to really achieve its standardization,encouragement and supervision function rather than becoming a mere formality? In this paper,an in-depth thinking on this was carried out,and combined with investigations,advanced experience and expert advices,some countermeasures were put forward: In the scientific planning and design of performance assessment of community police,increase the assessment subject and open the planning process,introduce the key performance indicator method and try to establish a performance assessment index system that meets the actual needs of community police;In the assessment link,establish a standardized performance plan system,supervision system and performance feedback system to standardize and tighten the entire assessment link;In the application of assessment results,really value the assessment results,link it directly to compensation and position adjustment and carry out rewards and punishments on this basis to increase the influence of the assessment.Through the analysis and research in this paper,it is hoped that the public security organs can pay more attention to the performance assessment of community police and help establish a performance assessment index system that meets the needs of the community police,tighten the assessment link,standardize the assessment methods and truly achieve the standardization,encouragement and supervision function of performance assessment.
