In the new era,the information revolution is bringing about enormous influence.Economic globalization develops in depth.Reconstruction of the social structure and benefits pattern of this period is undergoing profound changes,thought of modern people changes roundly and so on.These factors have become threat to the social order,which also cause great challenge to the public sector and civil servants.It is a huge problem for them to tackle this issue head on and generate effective solutions.In fact,our party attaches great importance to education and training of civil servants.Training is a principal mean by which civil servants maintain,improve and broaden the knowledge and skills,which is an important content of our party.Training effectiveness evaluation of civil servant will be the key of understanding and grasping the current situation of civil servant training correctly and providing assessment evidence for training performance.Therefore,it is necessary to compose a scientific and reasonable training effectiveness evaluation system of civil servant so as to improve the quality and the institutional mechanism of training.There are some limitations hold back the overall development of civil-servant training,especially in the concept,content and application level,such as pursuit of the satisfaction of all,disregarding the value of the begin with the end in mind.Most important of all,the training effectiveness evaluation index system for civil servants lack of results-oriented pragmatism.Thus,based on service oriented government theory,government performance theory,transfer of learning theory and training effect evaluation theory,this paper makes an exploration to provide a clear value orientation and appraisal standards,develops a valid methods and tools.The aim of the study is to establish the result-oriented training effect evaluation indicator system of civil servant,and provide a feasible and scientific gauge for the evaluation of training.This paper employs the method of the combination of qualitative and quantitative analysis,theoretical exploration and substantial study.Through using the research methods of document collection,questionnaire and field survey and statistic analysis,this thesis has made an in-depth and systematic study on the result-oriented training effect evaluation indicator system of civil servant.In the data analysis,using SPSS and AMOS statistical analysis software,theoretical assumptions and model was tested through descriptive,exploratory factor analysis and confirmatory factor analysis.The result-oriented training effect evaluation indicator system of civil servant was established which included the index factors and the index weight.The index factors were consisted of 3 first-grade indexes,including individual level,organizational level and social level.Considering the differences in the training programs of different civil servants,under the general index system,we set up a variable evaluation criteria.Focusing on the orientation training and post-oriented training,this study established two partly intersectant but distinctive classifying index system,and determined the weight of each level index.Last but not least,this paper considered three aspects of how to apply the result-oriented training effect evaluation indicator system of civil servant in practice,including technological guarantee mechanism,organization guarantee mechanism and institutional guarantee mechanism,which provide experience and reference for the following training activities.
