Study On "town Manages Village Archives" Model In Xiaoshan Hangzhou

With the development of the economy,the progress of the society and the development of the new rural construction,especially with the continuous development of the rural economic construction in the eastern coastal areas,the problems of protecting the legitimate rights and interests of the peasants and the strengthening of the social management in the countryside are becoming more and more obvious.The village archives work in the new era of the beautiful countryside construction process.The role of the voucher is gradually apparent.Under such circumstances,we still have a gap between the basis of archival work and the goal of serving people's livelihood.Therefore,the further development of archival undertaking,especially the village level archives work has become an important topic of archival work in Xiaoshan district.In recent years,various places have been actively exploring,some developed areas in the town street to establish the town street archives,the implementation of the "village and town management" new model,to effectively solve the problem of the weak file management of the village level has provided a new way of thinking.The Xiaoshan district also widens the way of thinking,in order to innovate the village level archives management mode as the grasp,to improve the level of village level archives management and utilization,and to improve the ability of the village file service center to benefit the masses.In December 31,2013,Xiaoshan proposed to "explore the new model of village level archives management".On the basis of sufficient background research and the analysis of relevant research results of domestic and foreign scholars,this paper first defines the concept of village level archives and digital management model,analyzes the basic characteristics and specific elements of the new mode of digital management of village level archives in Xiaoshan district.The advanced experience in the village level archives management is introduced and analyzed.Again,the model of "village file town management" in Xiaoshan District,which is distinguished from other areas,is put forward,and a concrete digital management platform is designed to realize the system of archival management and utilization in the area.The operation and guarantee of the model put forward countermeasures and suggestions.
