| With the development of e-government construction in various organs,how to carry out effective management in the e-government environment has become a new problem.Different from the previous management system or management theory changes,the influence of egovernment wave on government departments at all levels is comprehensive,which requires some changes in management activities to adapt to this change.In this paper,the Archives Department of the National People’s Congress takes the construction of digital archives as its own e-government construction means,and strives to conform to the overall development trend of e-government through the construction of digital archives,so as to improve the efficiency of archives management and the level of archives information service.However,after the establishment of digital archives,the environment of management behavior,the object of management service and management methods have changed.These changes have brought some problems for the archives department to realize the goal of digital archives construction.These problems are not the preservation form,content and metadata management of archives objects in the research of archives management,but how to carry out effective personnel management,system construction,internal service and other public management problems or administrative problems in the e-government environment.These problems affect the function of digital archives,and some countermeasures are needed to solve them.The purpose of this paper is to solve the problems existing in the management of digital archives through a series of countermeasures.The first paragraph introduces the research background,significance and related concepts,and introduces and analyzes the research situation at home and abroad.The second section introduces the objective environmental conditions of the research object in this paper,combining with the characteristics of the Archives Department of the National People’s Congress and the construction of digital archives.In the third paragraph,through interviews and questionnaire design,we found the problems in the management of digital archives,and combined with the actual situation of management,analyzed the reasons for these problems.The fourth paragraph introduces the theory of public management and successful experience at home and abroad,providing reference for solving the problems of digital archives management in NPC organs.On the basis of the above analysis,the fifth paragraph puts forward some solutions with theoretical and practical support and practical management of the National People’s Congress Digital Archives.And then give full play to the functions of digital archives management system,promote the improvement of management level and management efficiency of archives department,better provide archives information service for the organs,and provide certain reference for the management problems in the e-government environment of other organs. |
