Optimal Study On Third Party Assessment Of Social Stability Risk

With the exploration and development of social stability risk assessment.Let the independent third party into the social stability risk assessment is the inevitable trend of the development of this system,also is the path to protect the major matters more scientific,reasonable.However,the application of the third party assessment of social stability risk is very extensive.In practice,the local government and the interest relate dmasses still has some doubts about whether the third party can achieve the evaluation purpose,to reduce the risk of the outbreak of the society.Therefore,this article takes the the principal agent theory,risk management theory,risk perception theory as the basic theory,to analyze policy text of 31 provinces and municipalities,to explore operation and implementation effect of the third party assessment of social stability risk.According to the research of local government departments in Chongqing City,Sichuan Province,this paper selected the two projects in Y District of Chongqing City as a typical case,with the interview records were analyzed to find the problems and causes.Finally,the author also puts forward countermeasures to optimize the third party assessment of social stability risk.The article is divided into five parts.The first part,introduction.This part mainly introduces the purpose of the study,the significance of the research,the review of the relevant research at home and abroad,the ideas and methods of the research,and the innovation and difficulties of the research.The second part introduces the concept of the third party assessment of social stability risk and its relationship with government purchase.And puts forward the important theoretical foundation of this article,namely principal-agent theory,risk management theory and risk perception theory.In the third part,combing and analyzing the policy text of 31 provinces and municipalities.On this basis,summarizing the operation and effect of the third party organizations.The fourth part mainly introduces two typical cases that introduce the third party institutions to carry out social stability risk assessment in Y District of Chongqing,and analyzes the problems and reasons of two main types of the third party organizations in carrying out social stability risk assessment.The fifth part,after sorting out the operation status,existing problems and causes of the third party assessment of social stability risk,puts forward the countermeasures to further optimize the third party assessment of social stability risk.The third party assessment of social stability risk has established a communication channel between the state and the society,which means that social forces can open the black box of policy making,and it can ease the risk of social stability accumulated in the process of social transformation.Moreover,the system needs more specialization and refinement,which means a more professional and the neutral third party institution is needed to assist local governments to assess the risk of social stability.
