The globalization, integration and liberalization of economy, which is a trend cannot be reversed, is effecting every country in the world, and the perplex competition will be the character of the future. The factor leading to the success or failure of competition is turning from several simplex elements into a complicated system of elements, and the element in the decisive role is changing fundamentally. The essence of competition is being changed by technology rapidly. As the progress of trading technology for competence is taking the key role, not surprisingly, competitiveness becomes the key to the outcome of competition. So, as far as the current development level of cities in China is concerned, urban competitiveness takes its place not only as the key factor to decide the urban competitiveness, but also the standard of the urban comprehensive strength evaluation.According to the mechanism of urban competitiveness, the writer divided the system of urban competency into three subsystems, which are economy, society and manpower, and nine composing elements further-economy strength, structural benefit, ability to communicate with the outside, technology, municipal facility, municipal administration, ecology environment, labor capital and living quality. Thus the system function and mechanism of urban competitiveness is fully reflected by the three subsystems and nine elements.The writer analyzed the data of 36 cities with SPSS 11.5, an authoritative software in Statistic analyzing, to establish a" rank-weighted compound evaluation model ", and figured out the urban competitiveness level of each city, which was succeeded by a cluster analysis to test its reliability.Different advices on how to promote urban competitiveness are given in response to each city's own situation in the end, so that different macroeconomic policies can be administrated to different cities to obtain the coordinate development among different cities and promote the competitiveness of some important cities in China.
