China has the biggest senior citizen population in the world,as well as the fastest aging speed.It has entered an aging society as early as 1999.The function of traditional family pension and institutional pension gradually weakened with the impact of population movement and related policies,the demand of health care and medical services is increasing.The limited pension service resources and the relatively independent service system are far from meeting the needs of the senior citizen.There is an urgent need to provide services for senior citizen with the combination of health care and pension service.Faced with the increasingly serious aging trend and the rapid increase in pension and medical needs,the development of community combined medical-nursing endowment pattern has become the key to solve the problem of health care.Based on the background of increasing demand for medical care,the paper takes the community platform as the research perspective,analyzes the present situation and the problem of community-based health care and pension services,puts forward the corresponding consummation measures.The study of the community combined medical-nursing endowment pattern can enrich the exploration of the community-based health care and pension services,provide the theoretical basis for the resolution of the senior citizen,and deepen the research on the community-based health care and pension services combined.The study of community-based health care and pension services combined pattern also provides useful policy reference for the improvement of the social old-age security system,satisfying the increasing multi-level and diversified health service needs of the masses and promoting the practice of the old-age model.On the basis of integrating community care theory,demand hierarchy theory and welfare diversification theory,the paper references relevant domestic and foreign literatures,reads the relevant government policies and regulations documents,and starts from relevant concepts and necessities of community-based health care and pension services combined pattern.This paper,by means of on-the-spot investigation and questionnaire survey,analyzes the status quo of the community combined medical-nursing endowment pattern in Heilongjiang province,and expounds the problems faced by the community combined medical-nursing endowment pattern in Heilongjiang province,such as the ambiguity of the subject,the low degree of specialization of service personnel,the insufficiency of fund,the imperfection of supervision system,the service process is not smooth.The causes of the problems are analyzed from the perspectives of policies and regulations,personnel training,market participation,supervision and management and technological development.On the basis of drawing lessons from the American PACE model pension,the British community to take care of the old age and the long-term care of the old age in Japan,this paper puts forward the countermeasures of improving the community health care and the old-age service model in Heilongjiang province from four aspects,such as supporting the policies and regulations,the construction of specialized service personnel,the establishment of multiple financing channels and strengthen the intelligent construction of service system,so as to promote the development of the community-based health care and pension services combined pattern.
