Since China's Chairman Xi Jinping proposed “Silk Road Economic Belt” and “21st Century Maritime Silk Road” in 2013,the “Belt and Road” initiative has gone through four springs and autumns.As the saying goes,“While swimming up a river,the road is blocked and long.” On the road ahead of the “Belt and Road” initiative,there will inevitably exist some doubting voices.Some domestic and foreign scholars compare the “Belt and Road” initiative with the Marshall Plan,and mistakenly compare the “Belt and Road” initiative to the “Chinese edition of the Marshall Plan”,which seriously misleads Chinese citizens,countries along the route,and the international community,has even caused some misunderstandings.It is necessary to respond to this and clarify it.Based on this,this paper will systematically study and compare the “Belt and Road” initiative and the Marshall Plan from the similarity and fundamental differences,in the hope of eliminating the false truth and clearing the source.This article first gives a brief overview of the background and status of the launch of the "Belt and Road" initiative,as well as the international environment and implementation results of the Marshall Plan,as a basis for a comparative study of the two.Later,through a comparative study of the two,it was found that the "Belt and Road" initiative and the Marshall Plan share similarities in certain aspects.For example,both China and the United States need to face the adjustment of the domestic industrial structure,and they are all conducive to the implementation process.Promoting the further internationalization of the local currency will also help promote the implementation of the established foreign policy of the country.Even so,there are still fundamental differences between the "Belt and Road" initiative and the Marshall Plan.First,the "Belt and Road" initiative and the Marshall Plan are in different backgrounds.Second,the inclusiveness and openness of the “Belt and Road” initiative are not available in the Marshall Plan.The latter's exclusivity in implementation methods and the closure of the implementation areas are even more prominent.Again,there are very different strategic goals between the two.The “Belt and Road ”initiative seeks and achieves the ultimate goal of common development and common prosperity through mutual cooperation rather than a country-led model.While Marshall plans to assist Western European countries,he reveals that it controls Europe and splits the world.Strategic plans.In addition,the risks and challenges faced in implementing the “Belt and Road”initiative are far greater than the Marshall Plan.Based on the comparative study of the similarities and fundamental differences between “Belt and Road” initiative and the Marshall Plan,we concluded that the “Belt and Road” initiative is not a “Chinese edition of the Marshall Plan” but a new diplomatic strategy based on changes in the environment at home and abroad of China.And it is beyond the Marshall Plan.
