Village governance can not be separated from the organization and guidance of village committees, but also requires the active participation and cooperation of villagers. However, with the development of the market economy and the increasing openness of urban and rural areas,a large number of peasants chose to enter the city to work, the original community life in the countryside was broken, with the loosening of traditional rural relations, the awareness of collective participation of villagers in village affairs has gradually weakened. In addition, influenced by the ideas of market economy, some villagers began to pursue the maximization of personal interests, which led to difficulty in achieving common consciousness and actions in the governance of villages, and the collective action dilemmas in which individuals have rationality and collective irrationality. In the face of this dilemma, some domestic scholars and local governments have conducted research and exploration. In practice, some urban communities have tried to involve social workers to promote the participation of community residents,Obvious results.Village governance and urban governance are both community governance. However, the resources, environment, and residents' status of village governance are not the same.Whether it is possible to organize and guide villagers to participate through the intervention of social workers and resolve the difficulties of participating in villagers'participation is a matter of practice test. This article through an in-depth case study of the "Small Villages and Big Energy"Volunteer Service Alliance Project in Chenjiaba Village,Zigui County,Yichang City, analyzes the path, effectiveness, and conditions of social workers involved in village governance to promote the participation of villagers,in order to further promote the villagers. In order to further promote the participation of villagers, the intervention of social workers and the governance of villages, provide practical samples and lessons learned. This article first carried out field visits and investigations on the participation of villagers in Chenjiaba Village and analyzed their participation in the situation and the performance of the dilemma. Then, according to the steps taken by the social workers involved in promoting the project operation in the "Small Villages and Great Energy"Volunteer Service Coalition Project, the detailed process of social workers involved in solving the villagers' participation in the dilemma of village governance was demonstrated.Secondly,it analyzes the effectiveness and existing problems of social workers after their intervention in the project, and serves as a basis for social workers to participate in the village governance to resolve the effects of the villagers participating in the predicament and the feasibility analysis of the social worker intervention path. Finally, from the perspective of rational choice theory, the reasons for the dilemma of villagers participating in village governance in Chenjiaba Village are analyzed. The interpretation of the logic of social workers involved in promoting the participation of villagers is also explained. At the same time, practical methods are used to extract effective ways in which social workers can be involved in motivating villagers and resolving the dilemma of collective action, such as seeking common aspirations, establishing incentive points, and empowering villagers. Thus, the article shows the necessity and feasibility of social workers' involvement in promoting villagers' participation and innovation in village governance,as well as the corresponding organizational resources, technologies, and action strategies. To further promote the participation of villagers and social workers in existing village governance to provide practical experience and theoretical support.
